New Proposed Guidelines for ATS Course-curriculum - for new batches.

           As per the present guidelines, in accordance with META Manual requirements (Reference: Flow Diagram No.2, META Manual vol. I, STCW-95 Code A-III/1, copy enclosed), the ATS course-curriculum comprises of following three phases of training at the DGS approved training institutes: 

1.      12 months of training time in the first year at the institute,

2.       9 months of training time in the second year at sea on board a ship &

3.      9 months of training time in the third year at the institute. 

           At present, an ATS stream candidate who has obtained MEO Class IV certificate and is desirous of appearing for MEO Class II examinations needs to undergo 6 months post sea preparatory training course including simulator course at an approved institute after successful completion of 12 months approved sea service as Officer in Charge of an Engineering Watch, whereas candidates from other streams have to undergo a 4 months post sea preparatory training course including simulator course. 

            At present, no institute is conducting the 6 months training course as referred above.  To facilitate such candidates who have already obtained MEO Class IV certificates under ATS scheme and have completed required 12 months sea service, a two months bridging course has been introduced, the syllabus of which covers difference of portion covered under 4-year MERI in engineering and present ATS syllabus (Ref. MS Notice 10 of 2007) 

            In order to bring these candidates at par with candidates from other streams after having obtaining MEO Class II Part 'A' qualification, following changes to the ATS Course-curriculum, is required to be followed: 

1.   12 months of training time in the first year at the institute remains as it is. 

2.   9 months of training time in the second year at sea on board a ship remain as it is. 

3.   9 months of training time in the third year at the institute should be increased to 11 months and the syllabus for the 2 months ATS bridging course should be included in addition to the present third year syllabus.  

          This arrangement will obviate the need for the ATS trainees, who have obtained their class IV certificate and are desirous of appearing for Class II examination, to undergo six months training course. Instead, they can attend the normal 4 months preparatory course and appear for Class II Part, 'B' examination.
