Subject : Annual Fees for recurring expenses towards ISPS Communication Centre


1.
                 Vide circular No.NT/ISPS/COM/CIRCULAR No.8 dated 3rd September 2004, all Indian Ship Owners and Port Facilities were informed that a Communication Center (Commcenter) has been established from 1st July, 2004 with unanimous consent of all the stakeholders to meet the provisions of SOLAS convention and ISPS code. The Commcenter is physically located at the Directorate General of Shipping at it Head Quarters.
 

2.                 Directorate is pleased to announce a successful completion of one year of its operation. During this period the Communication Center has rendered following services around the clock:

·        Received and responded to Ship Security Alerts

·        Tested Ship Security Alerts

·        Coordinated ISPS drills on Ships and in Port Facilities

·        Coordinated with ships/ports/Mercantile Marine Departments on Port State  and Flag
   State inspections related to ISPS

·        Monitored and issued Tsunami warnings

·        Coordinated Search and Rescue Operations

·        Initiated follow up action after marine casualties

·        Coordinated pollution mitigation with Ships, Ports and Coastguard

 

3.                 The Communication Center is continuously manned 24 x 7 by Radio Officers (4) and Master Mariners (2) who keep watches in turn and attend all Communication related requirements with respect to ISPS, Search and Rescue and Disaster Management. It is also fitted with following equipments:

·        VHF DSC

·        MF/HF DSC

·        Satellite Phone M-4

·        Plasma 43" screen to display position of all Indian Ships 24 x 7

·        Three Computers connected on LAN

·        Fax-cum-Copier-cum-Scanner machine

·        Laser Printer

·        Three telephones (one Reliance, two M.T.N.L.) 

4.                 The yearly expenses towards the manning, upkeep and maintenance of Commcenter equipments  which has been out sourced to Indian Register of Shipping, the designated Recognized Security Organization (RSO) is to be recovered from the stakeholders.  Accordingly the following Annual Fees Structure has been decided, to recover the above expenses, which must be reimbursed to IRS: 

A.      Port Facility:

          i)   Major Port                           Rs.75,000/-

          ii)  Non-major port                   Rs.20,000/-

          iii) Ship Yards                          Rs.20,000/-

B.        Ships:

i)  Foreign Going Ships*          Rs.7,500/-

ii) Coastal Ships                      Rs.3,500/-

(*Foreign going FG/Coastal ships will be decided on the trading license) 

5.                 The fees may be deposited by 31st July, 2005 directly to Indian Register of Shipping, Mumbai at following address by way of Demand Draft / Pay Order payable to "Indian Register of Shipping, Mumbai."  A copy in confirmation of this payment may also be forwarded to the Directorate General of Shipping.
