Recent review of reports of
Port Security Advisory Committee meetings has revealed that the "Access"
system to the port premises at entry and exit points, is not sufficiently
secured. The Directorate has observed that majority of ports lack in
implementing the access control systems wherein presence of persons with
appropriate records may be verified effectively.

Considering the current
security scenario in the country, inadequate access control in ports is
viewed as a serious lacunae in implementing the provisions of ISPS Code in
ports. Therefore, it is required that all ISPS compliant ports adopt the
system of biometric cards at their respective entry/exist points so that
authenticity of all persons entering the ports can be verified from the
data base of port to improve the existing port security.

Further, it is also advised
that the ports which have an existing system which substantially meets the
requirement of biometric card, may also inform this Directorate on the
case to case basis for consideration of this Directorate.

The aforesaid directives shall
be complied upon by all ISPS compliant ports within a period of six
months from the date of issue of this circular.
