In view of the revision of Annex II of MARPOL 73/78 and amendment to IBC Code leading to re-categorisation of the chemicals and entering into force of both these amendments with effect from 1st January 2007, following are the guidelines for issue of certificate (Endorsement) for service on tankers. 

1.     Categorisation of noxious liquid substances: 

.1      The notation for Category A Noxious Liquid substances (NLS) has been changed to Category X and contains NLS, which, if discharged into the sea from tank cleaning or deballasting operations, are deemed to present a major hazard to either marine resources or human health. 

.2     The notation for Category B Noxious Liquid substances has been changed to Category Y and contains NLS, which, if discharged into the sea from tank cleaning or deballasting operations, are deemed to present a hazard to either marine resources or human health. 

.3      The notation for Category C Noxious Liquid substances, which, if discharged into the sea from tank cleaning or deballasting operations, are deemed to present a minor hazard to either marine resources or human health and Category D Noxious Liquid substances, which, if discharged into the sea from tank cleaning or deballasting operations, are deemed to present a recognizable hazard to either marine resources or human health have been together included in Category Z and contain NLS, which, if discharged into the sea from tank cleaning or deballasting operations, are deemed to present a minor hazard to either marine resources or human health. 

.4     Another Category termed as OS (Other Substances) has been introduced, which contains substances that fall outside category X, Y & Z  as referred-above  and  at  present, considered  to  present no harm to marine resources, human health, amenities or other legitimate uses of the sea when discharged into the sea from tank cleaning or deballasting operation and contains only 8 harmless products: Apple juice, Clay slurry, Coal slurry, Dextrose solution, Glucose solution, Kaoline slurry, Molasses and water. 

2.     Categorisation of vegetable oil: 

  .1    Category of vegetable oils has been reassessed and has been upgraded to Category Y by virtue of being evaluated as Persistent Floaters. In view of this re-categorisation, from 1st January 2007, vegetable oils can only be carried on Type 2 or Type 3 Chemical tankers. Ships carrying vegetable oils under a NLS Certification will have to convert to a chemical tanker from 1st January 2007 and the crew will be required to have Chemical Tanker Endorsement. 

3.     Issue of Certificate (Endorsement) for service on tankers: 

 .1    The guidelines for the issue of Certificate (Endorsement) for service on tankers issued vide NT/ENG Circular No. 2 dated 1st September 2005 is required to be followed keeping in mind the above-referred changes i.e. the notations for NLS have to be used as X, Y, Z and OS instead of A, B, C and D. 

 .2    The formats of Service Certificate, Application form and Certificate (Endorsement) for service on tankers remain unchanged. 

               This issues with the approval of Chief Examiner of Engineers & Master and Mates.
