For the attention of Ship Owners, Ship managers, Shipping agents, Ships
Masters, Charterers, Ship Builders, Ship Breakers Associations,
Classification Societies recognized by the Directorate General of
Shipping, non-exclusive Survey Companies, Insurance Companies, Coastal
State including Administrators of Union territories / Islands and
Maritime Boards, Major and Minor port, Sailing and Fishing vessels
Associations, Allied Offices of Directorate General of Shipping, National
Hydrographic Officer (NHO).
1.
Attention
of all Indian Ship owners is invited to MS Notice no. 33 of 2009 dated 24th
September 2009 wherein the Director General of Shipping had strongly
advised all Indian flag ships and also ships carrying Indian seafarers, to
utilize the escort services being provided by the Indian Naval ships in
the Gulf of Aden to the maximum extent.
2.
Recent
data analyzed by the Indian Navy indicates a marked reduction in the
number of Indian flagged ships availing the services being provided by the
Indian naval ships in the Gulf of Aden, especially since the onset of the
monsoons in June 2009.
3.
This adverse trend is viewed as a cause of serious concern, as it could
lead to an Indian flagged ship being hijacked. Pirate groups are extremely
active post the monsoon season and there has been a serious piracy attack
on an Indian flag ship on 16th January’ 2010, which was
fortunately foiled by a NATO warship.
4.
In
view of the above stated facts, all Indian flag ships and ships having
Indian seafarers on board are once again strongly advised to avail of the
escort services being provided by the Indian Naval ships in the Gulf of
Aden to the maximum extent.
5.
This issues with the approval of Director General of shipping.
