Subject : One time registration fees and annual fees for recurring expenses towards ISPS communication centre

         

Reference is invited to NT Branch Circular Nos. NT/ISPS/COM/08/2004 dated 3rd September 2004 and NT/ISPS/COMM/09/2005 dated 8th July 2005, whereby the registration requirements and payment of Annual fee towards operation and maintenance of Communication Centre were communicated to all ship owners and port facilities. 

Since the Communication Centre has been operational from July 2004, the Annual Fees for the first year was payable for the period July 04 to June 05. However, effective July 05 onwards, it was decided to levy the fees on financial year basis, i.e. April to March and hence the fees for 2005-06 would be for a period of 9 months only i.e. July 05 to March 06, and there after annually for April-March of every year. 

For the ships having valid ISSC or SSC for more than 6 months in a year the applicable fee shall be equal to annual fee and if the ship has ISSC or SSC for less than 6 months in a year the annual fee shall be half of the applicable annual fee. 

Port facilities having an approved Port Facility Security Plan (PFSP) shall pay the registration fee and annual fee for the year.  For ports having approved PFSP for more than 6 months in a financial year shall pay amount equivalent to annual fee based on the type of the port.  Similarly, ports having PFSP approved only for less than 6 months for that year shall pay half of the applicable annual fee. 

In accordance with above, the Annual fees for 2005-06 covering the period July 05-Mar 06 and for 2006-07 covering the period Apr 06-Mar 07, are already due and should be paid to IRS at the earliest. The rates of Annual fees applicable are reproduced below.

 Payment may kindly be made by crossed cheque drawn in favor of 'Indian Register of Shipping', and delivered/ mailed to: 

Indian Register of Shipping,
52A, Adi Shankaracharya Marg,
Powai, Mumbai 400 072. 

Receipts for payments made will be issued by IRS directly to the party making the payment. 

The ship owners and port facilities shall reimburse the applicable amounts due till March 2007 to IRS latest by 30th January 2007 for which receipts shall be issued by IRS. Annual fees for the coming year from 2007 onwards shall be payable by 31st July of each year. 

In the event the applicable fees due are not cleared by the stipulated date, appropriate action shall be initiated by the Directorate.  

All Indian Ship owners, ports and shipyards may please be guided accordingly.
