Subject : Guidelines / Specifications for the Patrol boats.


Recognizing the need for uniformity in specifications pertaining to patrol boats being operated in major and non major ports for patrolling within port limits. The Directorate recommends the following guidelines / specifications for such Patrol boats.
 

The guidelines / specifications stated below are minimum and each port should clearly identify their needs considering the expanse of the port limits and the nature of weather experienced by individual ports for justifying upgraded criterion beyond the minimum specified requirements of the patrol boats in their ports. 

Specification for the Patrol boats (To operate within Port Limits) 

1.0       HULL REQUIREMENTS:

1.1             Shall have Gun Mounting Facility at Forward; (As per CISF requirements); 

1.2             Patrol boats to be registered under I.V. Act; and classed by IACS member to ensure compliance of construction, strength, watertight integrity (Loadline), relevant Stability criteria for all weather operations with in the port limits; 

1.3             Material shall be Steel / Aluminum / Fiberglass; 

1.4             Heavy duty Rub Rail (Fendering) in the way of hull; 

1.5             Grab / Safety Rails of Stainless Steel; 

1.6             Side windows shall be sliding type and bulletproof / Shatter proof material; 

      1.7             Landing Space for Embarking and Disembarking; 

      1.8             One Anchor with appropriate securing / stowage arrangement; 

      1.9             Preferably Power Mooring Winch facilities; 

      1.10           Shall have Non Skid Deck; 

      1.11           Interior Pilot House and outer cabin shall have stainless steel rails;

1.12           Cleats / Bollard / Forward & Aft fairleads; 

1.13           Towing Hook;

2.0          MACHINERY AND ELETRICAL REQUIREMENTS
(AS PER CLASS REQUIREMENTS): 

2.1           Designed speed shall be 30.0 knots; 

2.2           Main propulsion power to achieve / Max. Speed at 90% MCR (Calm seas & no tide); 

2.3           Steering Gear system (To meet class standard); 

2.4           Diesel Generator set capable to provide power to all shipboard equipments and auxiliaries;  

2.5           Adequate Air Ventilation shall be present as per Class requirements; 

2.6           Twin Screw Diesel Engine stern drive to attain speed of at least 30 knots; 
                (The Engine Power (BHP) may be decided by the Manufacturer); 

2.7           Fuel Capacity commensurate to the required endurance 

2.8           Power Steering (Preferably dual mode); 

2.9           Automatic Bilge Pump with Float switches; 

2.10         Emergency Lights with audible alarm; 

2.11         High Intensity Search light; (As per class requirements); 

2.12         Marine Battery Charger; (For charging the emergency batteries provided on board); 

2.13         Shore Power Connection and Cable; 

2.14         Engines fitted with flow meter for indicating the consumption of fuel;
               Console Mounted Dual Engines Remote Control; 

2.15         220 volts /12 Volt DC Power System; (From mains for supply to the equipments and lights) as per class requirements;                

2.16         Fuel gauge in the wheel house near steering position;

2.17         Air Conditioner; 

3.0          LSA AND FFA REQUIREMENTS: 

3.1           Life Saving Appliances (LSA) for 12 persons as per class requirements; 

3.2           Fire Fighting Appliances (FFA) as per class requirements; 

3.3           Aldis Lamp operating under mains and battery power; 

3.4           Carrying Capacity shall be of 12 persons, including the crew members; 

4.0          NAVIGATION EQUIPMENT REQUIREMENTS:

4.1           A portable Standard Magnetic Compass; 

4.2           Charts and nautical publications corrected and updated for the area of operations; 

4.3           Loud Hailer operated by battery power; 

4.4           Amber flashing light; 

4.5           Navigation lights as per COLREGS 72; 

4.6           Fog Horn; 

4.7           GPS; 

4.8           Radar X-Band, PPI - 180 mm Diameter (min) with Range 24 Nm, capable for Day and Night vision; 

4.9           Binoculars - 2 Nos, One with the capability of Night Vision; 

4.10         Automatic identification System (AIS) transmitter and receiver of Type - A as IMO performance standard; 

4.11         Draft to be between 0.6 meters not be more than 1.0 meters; 

5.0        COMMUNICATION REQUIREMENTS 

5.1           Very High Frequency (VHF) sets, which includes all marine channels, capable of operating under mains and on battery for the period of 6 hours - 2 Nos.; 

5.2            Two (2) nos. of Portable VHF (Walkie Talkies) shall be present; 

5.3            Emergency Position Indicating Radio Beacon (EPIRB); 

5.4            VHF (Very High Frequency) DSC (Digital Selective Calling) alert required - 1 no.; 

6.0           MISCELLANEOUS REQUIREMENTS: 

6.1           Appropriate seats and seating arrangement shall be provided for minimizing high speed impact; 

6.2           Pantry shall be equipped with Refrigerator, Microwave and Water Purifier; 

6.3           Windshield Wipers with fresh water washer; 

6.4           Endurance for approximately 8 hour in the area of operation; 

6.5           Carrying capacity 12 persons;
               (Suitable accommodation for 4 crew members and 8 sitting passengers)  

6.6           Fresh Water capacity minimum 200 liters;     

      Builder Certificate from class society, member of IACS; 

    This issue with the approval of Director General of shipping.
