Sub: SHIP SECURITY ALERT SYSTEM-POSITION INFORMATION


     In accordance with the provision under Regulation 6.2, Chapter XI – 2 of the SOLAS Convention 1974 as amended, the Communication Center at the Directorate General of Shipping shall carry out the functions of reception of the messages from such ship security alert system. In order to co-ordinate and render necessary assistance, it is essential that every ship fitted with approved ship security alert system shall forward the following information:-

  1. Position report as per the standard Inmarsat based position report format, and such report shall be generated by the SSA on board the ship at the preset synoptic hour automatically. (Shipmanager may liaison with the SSA service provider to achieve the objective).
     

  2.  Position report to be forwarded at synoptic hours at least 2 times a day.
     

  3. If the ships are fitted with ship security alerts, which are  “web based”, such ships will be required to forward the password for necessary access with respect to position acquisition and need not forward the position report.
     

  4.  The company security officer may forward the password for their fleet of ships in cases where the alert system is “web based”

 2.  It is reiterated that the transmission of alert should contain the messages and particulars as mentioned in para 6.1 of DGS Circular of even number dated 1st July 2004.  

3.  Every Indian ship fitted with ‘Sat C’ or ‘Sat A’ or any other Inmarsat based satellite transreceiver is required to forward the ‘E mail’ address by 31/1/05.  Ship managers are requested to inform the radio service providers (for Inmarsat equipments) to provide access to the D G Shipping communication centre ‘E Mail’ addressee i.e. “dgcommcentre@vsnl.net“ and dgcommcentre@satyammail. net.  The 24 X 7 Commcentre shall communicate with the vessel vide the e-mail addressee of the vessel or the Satellite phone nos. provided by the shipmanager in cases of any urgency.  Based on the input from ships / shipmanagers it is intended to establish and conduct a drill enhancing communication establishment during the 2nd week of February 2005. Necessary action will be taken against any vessel failing to respond during the above exercise.

4.  The Communication Center at the Directorate General of Shipping will be monitoring all Indian ships with effect from 1st Feb 2005 based on the position and information forwarded by them so as to discharge the responsibility under Regulation 6 – Chapter XI – 2 of the SOLAS Convention 1974 as amended.
