In accordance with the requirements under
M.S.(LSA) Rules of 1991 as amended, vessels registered under the Merchant
Shipping Act are required to befitted with Life Saving Appliances as
prescribed in the stated rules.

The Life Saving Appliances should be
approved by the Nautical Adviser to the Govt. of India and should meet the
requirements as prescribed in the rules and applicable standards
prescribed by the International Maritime Organization from time to time.

The Nautical Adviser to the Govt. of India,
in accordance with the stated provisions has approved the Life Saving
Appliances in the past as per the specifications prevalent at that time.
Attention is invited to the Maritime Safety Circular No.48 (66) of the
IMO, which brought in the “International Life Saving Appliance (LSA)
Code”. The said Code was adopted in June 1996 and entered into force on
1st July 1998.

Recommendation on the testing of Life Saving
Appliances had been adopted by the assembly on 1991 by Resolution A.689
(17). The revised recommendations on testing of Life Saving Appliances
through Resolution MSC 81(70) effectively replaces the resolution A689
(17).

It is noted that few Life Saving Appliance's
manufactures have complied with requirements of MSC resolution 81(70).
Other manufacturers are hereby instructed to comply with the requirement
on or before 1st June 2005.

To consolidate the list
of approved manufacturers of LSA, concerned manufacturers are requested to
submit documentary evidence that shows the product meets the MSC Circular
81(70) as applicable in the enclosed format
annexed to this Circular.

All approvals granted with respect to
manufacturing of LSA will be deemed to be withdrawn with effect from 1st
June 2005 unless otherwise the same is in compliance with the requirement
under MSC Circular 81(70) as applicable.

Attention of LSA manufacturers, ship owners
and the Surveyors of Mercantile Marine Departments is invited to the above
for necessary compliance.
