2 .
4. Consequent to several requests of the Port Authorities, Maritime Boards and other agencies concerned for the purpose of verification and issuance of “Statement of Compliance of a Port Facility” provided under the ISPS Code; following guidelines are being prescribed for effective implementation: 4.1. It is expected that the Port Authorities / Maritime Boards and other agencies concerned have complied with the recommendations and observations made during assessment and PFSP approvals. It is also expected that necessary compliance measures as per approved PFSP are substantially in place prior to request for verification. 4.2.The Port Authority will apply to the Directorate for verification of effective implementation of the approved Port Facility Security Plan by giving seven days notice. 4.3.Such application shall accompany a pay order of Rs.2500 as prescribed fee for issuance of Statement of Compliance. Such pay order shall be paid to Directorate General of Shipping, Mumbai. 4.4.The application shall include following data: a) The coordinates of port facility approved. b) Type of vessels and cargo handled by port facility c) Number of offshore facilities in the PFSP such as SBM/Anchorage etc. if any. d) Total quay length used by ships on International trade e) Name of the PFSO f) Office Address g) Official Telephone Number / Mob. Number, Fax and e-mail address h) 24 hrs. Contact details i) Copy of the PFSO Course Certificate for the PFSO/s. j) Constituents of the Port Security Advisory Committee. 4.5.On receipt of application from the Port Authority as mentioned in para 3 above, the Directorate General of Shipping shall advise the nearest Mercantile Marine Department (MMD) about the request, and direct the Mercantile Marine Department to depute a surveyor for the purpose of verification. A copy of the same shall be forwarded to the applicant for necessary preparation and coordination. 4.6.The MMD concerned shall inform the Directorate, the name of nominated surveyor who shall carry out the verification. 4.7.The nominated surveyor shall liaison with the Port Authorities for necessary arrangement. 4.8.On completion of verification, the nominated surveyor shall forward his findings/ recommendations for issuance of Statement of compliance. 4.9.Upon receipt of recommendation from the nominated surveyor, the Directorate shall issue Statement of Compliance to the Port Facility concerned. Understanding the urgency with respect to implementation of ISPS Code and further realizing that for effective implementation utmost coordination is essential, Port Authorities are advised to adhere to this circular and furnish necessary information at the earliest, without any deviation. This issues with the approval of the Nautical Advisor to the Government of India.
