Subject : Amendments to NT Branch Circular No. NT/ ISPS / SHIP/ 09 / 04 dated 27.1.2004 - ISPS Code Application for Coastal Vessels - Reg.

Ship Owners, Ship Managers, Shipping Agents, Ship Masters, Ship Builders, Ship Breakers, Seafarers, concerned Port / Public Authorities (customs, coastguard, Indian Navy, FODAG, DG Hydrocarbon, E&P Operators, Immigration, Port Health, ONGC, IMD, etc.), Coastal States, Administrators of union territories including islands, and respective Maritime Boards, approved or Recognized inspection and allied offices Directorate General of Shipping.

Attention is drawn to NT Branch Circular No. NT/ ISPS / SHIP/ 09 / 04 dated 27.1.2004 - ISPS Code Application for Coastal Vessels.


1.         The entire Paragraph 10 of the said circular is amended, to read as follows:

10(a).  Regulation V/19 of SOLAS 74 (as amended) regarding installations of AIS; shall be complied with by vessels between 100 GT and 300 GT operating within coastal waters of India by installing Type approved AIS of Class A or Class B.

10(b).   Regulation XI-2/6 regarding installation of ship security alert system for ships of less than 3000 GT is not
         applicable.

10(c).   Regulation XI-2/6 regarding installation of ship security alert system for ships more than 3000 GT is not applicable, provided the vessel is equipped with Satellite Voice Communication.

2.          The Owners of these vessels required to be fitted with AIS, are to obtain MMSI numbers from the offices
 of the Principal Officers of MMD under whose jurisdiction the registrar of the vessel is located.

3.          The Principal Officers shall facilitate issuance of MMSI numbers directly to such applicants.

4.          Owners are to ensure installation of AIS equipment on vessels as required under sub-para "10(a)" is
 complied with as soon as possible but not later than 3 months from the date of issuance of this
 circular.

5..         The registering and inspecting authorities for such vessels are to ensure compliance of AIS installation
 on vessels as described in sub-para 10(a).

6.          Circular no. NT/ ISPS / SHIP/ 06/ 05 dated 25th February, 2005 (25.02.2005) stands withdrawn.

      This issues with the approval of the Director General of Shipping.
