Subject : Conduct of intermediate verification audits of ships within the stipulated window period |

Ship owners from time to time request permission for extending the time period to conduct the Intermediate verification audits of ships. Attention is drawn to Section 19 of Part A of the ISPS Code which states that ships are required to undergo at least one Intermediate verification audit. If only one Intermediate verification audit is carried out, it shall take place between the second and third anniversary date of the certificate. There have been several instances when ship owners default by evading the window period and not presenting their ships for intermediate verification within the stipulated dates citing excuses such as the vessel was under repairs etc. In the Directorate's view, these instances have been occurring due to lack in understanding the provisions of the ISPS Code, improper management and failure of the Safety Management system. In an effective safety Management System, provisions are incorporated for proper and timely planning of audits, accordingly such incidents should not normally occur in an ISM compliant shipping company. No further requests for extension of the window period for the conduct of Intermediate verification audits will be entertained. It is reiterated that ISPS audits are to be carried out within the stipulated window period. All ship owners and Masters may please be guided accordingly.
