Regulation V/1 STCW 78 as amended prescribes mandatory minimum requirements for the training and qualification of masters’ officers and ratings on tankers. Directorate General of Shipping had issued guidelines vide letter  8-NT (3)/97 dated 29^th Aug 2000 for issuance of oil chemical and gas endorsements. These guidelines prescribes requirement for obtaining the endorsement for ratings only. Clarifications have been sought from this directorate as to whether these guidelines could be extended to other categories, such as pump-man, fitters, and saloon rating.  

It has been decided that saloon rating, pump-man, and fitters will be issued tanker endorsement (oil, chemical, gas) on meeting the criteria of rating as mention in the guidelines. Candidates may apply for endorsement at Mercantile Marine Department (MMD) at Mumbai, Chennai, and Kolkata as per their convenience for obtaining the endorsement on payment of prescribed fees. Nautical wing in the MMD shall handle issuance of endorsement to saloon rating and deck fitters. Issuance of endorsement to pump-man and fitters employed in the engine room will be dealt by engineering wing officer.  

This issues with the approval of Chief Examiner of Engineers and Master and Mates.
