Directorate General of Shipping has issued circular No. NT-DISP (02)/04 dated 17-01-05 on the above subject. The Directorate has been receiving queries with regard to the fees to be charged and requirement on Basic Safety Training, as required under Chapter VI, Regulation VI/1 of STCW-78 as amended for grant of dispensation.  

It is hereby clarified that supernumeraries need not attend basic training as specified in the aforesaid regulation. However, they should undergo familiarization training on board. No fee is charged for grant of dispensation for supernumeraries. Further, their presence in Mercantile Marine Department is not necessary for issuance of dispensation. 

This issues with the approval to Nautical Adviser to the Govt. of India.
