Issuance of Replacement “Continuous Discharge Certificate
Cum-Seafarers’ Identity Document” (CDC):
1.
In accordance with clause (1) of section 456 of the Merchant
Shipping Act, 1958, the Director General of Shipping &
ex-Officio Additional Secretary to the Government of India is
pleased to direct that replacement “Continuous Discharge Certificate
Cum-Seafarers’ Identity Document” (CDC) may be issued to any Indian
seafarer, who is in possession of a CDC issued under the Merchant
Shipping (Continuous Discharge Certificate) Rules, 1960, which
is damaged and does not have clear details, features and photograph
or is otherwise defaced of mutilated, subject to the following
conditions:-
(i)
The candidate will be required to make an application to the
Shipping Master, who had issued the CDC, in the prescribed format
enclosed as Annex.
(iii) The old Continuous
Discharge Certificate will be invalidated and returned to the
applicant.
(iv)
The replacement CDC will be issued
under the Merchant Shipping (CDC) Rules, 1993, as amended from
time to time.
2. The CDCs issued
under the Merchant Shipping (Continuous Discharge Certificate)
Rules, 1960 will continue to be accepted as valid for all lawful
purposes.
3.It will not be
mandatory for a seafarer to be in possession of a replacement CDC,
issued under the Merchant Shipping (Continuous Discharge
Certificate) Rules, 1993, as amended from time to time, for being
engaged on board an Indian or a foreign flag vessel, provided he is
in possession of a valid CDC issued under the Merchant Shipping
(CDC) Rules, 1960.

The replacement CDCs, which were issued earlier, under the
Merchant Shipping (CDC) Rules, 1960, with a life-time validity,
before the issuance of this circular, will also continue to remain
valid.
