Subject: Implementation schedule for the revised provisions under River Sea

Vessels Notification reg.

Directorate had issued a revised River Sea Vessel Notification vide DG Shipping Order No. 06 of 2010 dated 15^th November, 2010. The revised notification inter-alia includes certain new measures in respect of Pollution Prevention, Safety Management and Ship Security, which all River Sea Vessels (RSVs) are required to comply. As per the notification, the revised provisions entered in to force on the date of the notification for all types of RSVs.

Owners of the existing RSVs have made several representations to the Directorate requesting for more time for complying with the additional measures in respect of Pollution Prevention, Safety Management and Security measures, by the RSVs already certified under the earlier notification as well as those vessels which are under certification. Taking in to consideration the representations made by the industry, the Directorate has decided the following implementation schedule for the revised requirements in respect of Pollution Prevention, Safety Management and Security measures, which are applicable for all RSVs:-

(A) RSVs certified before 15.05.2011

Items	Compliance, Verification & certification (including existing RSVs)
Pollution prevention measures	(i) Compliance by 15.05.2011; and (ii) Verification by IRS during the 1^st Annual, Intermediate or Renewal survey after 15.05.2011 (whichever occurs first), but not later than 15.11.2011.
Domestic Safety Management Code	(i) Compliance by 15.05.2011; and (ii) Verification audit by IRS during the 1^st Annual, Intermediate or Renewal survey after 15.05.2011 (whichever occurs first), but not later than 15.11.2011
Ship Security Measures	i) Compliance & reporting to DGS by the company after an internal audit by 31.03.2011; and (ii) Verification audit by IRS during the 1^st Annual, Intermediate or Renewal survey after 15.05.2011 (whichever occurs first), but not later than 15.11.2011.

(B) RSVs certified on or after 15.05.2011

Items	Compliance, Verification & certification
Pollution prevention measures	Along with initial RSV certification
Domestic Safety Management Code	Along with initial RSV certification
Ship Security Measures	Along with initial RSV certification

Notwithstanding the above, owners of the existing RSVs are encouraged to take measures for early implementation of the safety management system, pollution prevention measures and ship security measures.

This issues with the approval of the Director General of Shipping and ex-officio Additional Secretary to the Government of India.
