Sub: Conversion of Certificate of Service issued to Naval officers to Certificate of Competency as Engineers.


Further to M.S. Notice No. 6 of 2001dated 9.3.2001 regarding Conversion of Certificate of Service issued to Naval officers to Certificate of Competency, as the number of candidates for such conversion are limited and no institutes is conducting these course at present, the Chief Examiner of Engineers has reviewed the requirements, so that the existing approved courses would be utilized by these candidates to convert their certificate of service to certificate of competency.  From the date of issue of the M.S.Notice, candidates desiring to convert their COS will have to fulfill the amended requirements as stated in the table below :

1.

Officers holding first Class Certificate of Service and having more than 3 years of experience in the Merchant Navy of a vessel of 750 KW or more propelling power of which at least one years has been served as a Chief Engineer of a vessel of 3000 KW or more propelling power

An approved training course for 10 days specifically formulated for such certificate of service holders.

1.  Successful completion of 10 days revalidation course for engineers

2.  Pass in oral examination by panel of examiners appointed by Chief Examiner of Engineers.

Subjects:

a.      Engineering Management

as per the Chapter III of M.S.(STCW) Rules 1998

3.Certificate of Competency as MEO Class I is issued

 

2.

Officers holding Class I Certificate of Service and having more than 3 years of experience in the Merchant Navy of a vessel of 750 KW or more propelling power but having less than one year service as a Chief Engineer of a vessel of 3000 KW or more propelling power

An approved engineering management training course for 2 months specifically formulated for such certificate of service holders.

1. Successful    completion of 2 months Engineering Management Course for MEO Class I as per META Manual Volume II, Appendix M-III/3 & successful completion of simulator course as per Appendix M-III/3A

2.  Pass in oral examination by panel of examiners appointed by Chief Examiner of Engineers

Subjects:

a.      Marine Engineering at Management Level

b.      Maintenance & Repair at Management Level

c.      Electrical, Electronics and Control Engineering at Management Level.

d.      Controlling operation of ship and care for persons on board at Management Level

As per the Section M-III/2 of M.S.(STCW), Rules 1998

e.      Engineering Management

As per the Chapter III of M.S.(STCW) Rule 1998

3. Certificate                   of Competency as MEO Class I is issued

Officers holding Class I Certificate of service and having less than 3 years of experience in the Merchant Navy of a vessel of 750 KW or more propelling power.

An approved training course for 4 months specifically formulated for such certificate of service holders.

1.  Successful completion of 4 months MEO Class II course and simulator course as per META Manual Volume II, Table A – III/2

2.  Pass in oral examination by panel of examiners appointed by Chief Examiner of Engineers

Subjects:

a.      Marine Engineering at Management Level

b.      Maintenance & Repair at Management Level

c.      Electrical, Electronics and Control Engineering at Management Level.

d.      Controlling operation of ship and care for persons on board at Management Level

As per the Section M-III/2 of M.S.(STCW), Rules 1998

e.      Engineering Management

As per the Chapter III of M.S.(STCW) Rules 1998

3.Certificate of Competency as MEO Class I is issued

4

All other Officers holding 1st Class Certificate of Service

An approved training course for 4 months specifically formulated for such certificate of service holders.

And

An approved engineering management training course for 2 months specifically formulated for such certificate of service holders.

1.  Successful completion of 4 months MEO Class II course and simulator course as per META Manual Volume II, Table A – III/2

2.  Successful completion of 2 months Engineering Management Course for MEO Class I as per META Manual Volume II, Appendix M-III/3 and simulator course as per Appendix M-III/3A 

3.  Pass in oral examination by panel of examiners appointed by Chief Examiner of Engineers

Subjects:

a.      Marine Engineering at Management Level

b.      Maintenance & Repair at Management Level

c.      Electrical, Electronics and Control Engineering at Management Level.

d.      Controlling operation of ship and care for persons on board at Management Level

As per the Section M-III/2 of M.S.(STCW), Rules 1998

e.      Engineering Management

As per the Chapter III of M.S. (STCW) Rules 1998

4.Certificate of Competency as MEO Class I is issued

5.

Officers holding Second Class Certificate of Service and having more than 3 years of experience in the Merchant Navy of a vessel of 750 KW or more propelling power of which at least one year should have been served as second Engineer of a vessel of 3000 KW or more propelling power

An approved training course for 10 days specifically formulated for such certificate of service holders.

1.  Successful completion of 10 days Revalidation Course at approved institution. 

2. Pass in oral examination by panel of examiners appointed by Chief Examiner of Engineers

Subject

a.      Marine Engineering at Management Level

b.      Maintenance & Repair at Management Level

c.      Electrical, Electronics and Control Engineering at Management Level.

d.      Controlling operation of ship and care for persons on board at Management Level

As per the Section M-III/2 of M.S.(STCW), Rules 1998

3.Certificate of Competency as MEO Class II is issued

All other Officers holding Second Class Certificate of Service

An approved training course for 3 months specifically formulated for such certificate of service holders.

1.  Successful completion of 4 months MEO Class IV course and simulator course as per META Manual Volume II, Table A – III/2

2.  Pass in oral examination by panel of examiners appointed by Chief Examiner of Engineers

Subjects:

a.      Marine Engineering at Management Level

b.      Maintenance & Repair at Management Level

c.      Electrical, Electronics and Control Engineering at Management Level.

d.      Controlling operation of ship and care for persons on board at Management Level

As per the Section M-III/2 of M.S.(STCW), Rules 1998

3.Certificate of Competency as MEO Class II is issued

(* All above courses are being conducted by approved institutions) 

            Candidates possessing MEO Class II Certificate of Competency issued under the "old" Rules are eligible to obtain Certificate of Competency of the same grade under the "new" Rules but have to pass new MEO Class II examination (written and oral examination) to be eligible for assessment to appear MEO Class I examination. As such, all candidates possessing MEO Class II Certificate of Competency issued after conversion and desiring to obtain MEO Class I Certificate of Competency, shall be required to follow the Flow Diagram No.3 under Table A – III/2 of META Manual Volume II i.e. candidates will be required to appear and pass MEO Class II Part A and Part B (written and oral examination) prior to appearing for MEO Class I examination.   

This issues with the approval of the Chief Examiner of Engineers with the Govt. of India.
