Sub:Guidelines for issue of a Certificate to a rating forming part of a Navigational/Engine Room Watch under Regulation II/4 III/4 of STCW 1995:


 It has been represented by many of the Shipping Companies that fitters may also be considered for certification as a rating forming a part of Engine Room Watch, after completion of nine months sea time, in accordance with Rule 28 (2) (ii) of Merchant Shipping (STCW) Rules, 1998. It has been observed that regulation III/4 of STCW 95 specifies sea-going service of six months only or alternatively special training combined with two months sea service, for being eligible for certification as a rating forming part of Engine Room Watch. It has also been represented that Petty Officers in the category of various trades such as, Fitter, Machinist, Pump man, Refrigeration Mechanic, Mechanic (Motor Vehicle), Automobile Engineering, Pipe Fitter, Motor Mechanic, Diesel Mechanic, General Mechanic, Maintenance Mechanic (Tool Engineering), Turner and Boiler Attendant, who carry out jobs in association with Engine Room Watch Keepers, do not presently have any employment opportunity on board ships unless they get qualified as Rating forming part of Engine Room watch as well. The request of the industry has been examined against the possibility that employment opportunities for freshly trained Engine Room Ratings from various approved training institutes would get affected, if the above categories of Petty Officers are permitted to assist the engine room watch keepers as proposed.

The Director General of Shipping and Ex Officio Additional Secretary to the Government of India has carefully considered the above situation, and is pleased to direct that the Petty Officers in the above categories shall be eligible for certification as ratings forming part of Engine Room Watch subject to the following :-

The candidates shall :-

(a) be in possession of CDCs as Petty Officers in the categories of Fitter, Machinist, Pump man, Refrigeration Mechanic, Mechanic(Motor Vehicle), Automobile Engineering, Pipe Fitter, Motor Mechanic, Diesel Mechanic, General Mechanic, Maintenance Mechanic(Tool Engineering ), Turner and Boiler Attendant, which are prescribed in Rule 4(2)(iii) of M.S.(CDC) Rules, 2001.

(b) Produce documentary evidence of having 36 months sea service in the above categories of Petty Officer.
