It is the intimation of Indian Maritime Administration to review home trade certification for the benefit of coastal shipping in this region because of shortage of duly trained and certificated officers in the coastal trade. Taking the opportunity provided under STCW 1995, participants from neighboring countries Bangladesh, India Myanmar, Maldives and Sri Lanka (BIMMS) held regional conference at Mumbai (Bombay) on 24th, 25th April, 1997. Said Conference developed common standards for such NCV certification. Substantial progress has since then been made in implementation of NCV certification scheme under the STCW 1995 provision, in India. This Directorate announces that as a result, the first Navigation watchkeeping officer (NCV) (NWKO-NCV) post sea educational course has commenced in LBS College , Mumbai (Bombay) from April 1998 onwards and marine Engineer Officer Class IV (NCV) (OIC-EW-NCV) is scheduled to commence from July 1998. Application : Size & Power of vessel - Upto 3000 GT for deck officers and 750 KW to 3000 KW of propulsion power for engineering officers. Area-vessels of above size & power, operating in Near Coastal Voyage areas adjoining Bangladesh, India, Myanmar, Maldives and Sri Lanka can be manned by NCV Certificate holders . Grades - Following Grades of Certificates will be issued For Deck Department 1. Navigation Watch Keeping Officer (NCV) (NWKO-NCV) 2. Mate of Home Trade Ship (Chief Mate-NCV) 3. Master of Home Trade Ship (Master-NCV) For Engineering Department 1. Marine Engineer Officer Class IV (NCV)-(OIC EW-NCV) 2. Marine Engineer Officer Class III (NCV) ( Second Engineer Officer-NCV) 3. Marine Engineer Officer Class III (NCV) For Engineering Department 1. Marine Engineer Officer Class IV(NCV) -{OIC EW-NCV) 2. Marine Engineer Officer Class III(NCV)-{OIC EW-NCV) 3. Marine Engineer Officer Class III(NCV) - {Chief Engineer Officer-NCV) Eligibility Criteria: Eligibility Criteria and other details are attached as under A- For the NWKO-NCV : Annex I B- For the OIC EW - NCV : Annex II The candidates can directly approach Principal, LBS CAMSAR, Mumbai for further assistance for enrolling in any one of above mentioned courses. Details of Chief Mate NCV/Second Engineer Officer NCV & Master- NCV/ Chief Engineer Officer NCV course and certification will be announced shortly. Shipping fraternity is hereby requested to widely circulate this notice on board all vessels for information and guidance of deck & engine ratings aspiring to become officers on NCV vessels. Information regarding other approved institutions participating in NCV courses certification will be circulated in due course.
