Sub: Procedure for Common Entrance Test for admission in B.Sc (Nautical Science) programme August-2008 Entry (i.e. the batch commencing on 1st August, 2008) of IGNOU –DGS  Deck Cadets ‘Training Scheme


 

1.    Introduction:

1.1             Vide Directorate General of Shipping (DGS) training circular no. 16 of 2006 dated 15th December 2006, it was mandated that all candidates aspiring to seek admission in the captioned scheme shall undergo a prescribed Common Entrance Test. Since the said common entrance test could not be put in place in time for the prospective candidates for the batch commencing Feb. 2008, a relaxation from this requirement was issued vide training circular no. 9 of 2007 dated 24th December 2007 wherein the candidates sponsored by the shipping companies could admit their selected student directly into approved institutes without qualifying the Common Entrance Examination. 

1.2             It is the decision of the Directorate and as per the recommendations of the Parliamentary Standing Committee for shipping that henceforth, candidates intending to join Pre Sea Cadets Training of DGS IGNOU scheme will take a Combined Entrance Test for admission in B. Sc. (Nautical Science) Programme.  This will be applicable to sponsored as well as non-sponsored candidates.  The salient features for admission for the batch commencing on 1st August 2008 shall be as follows: 

2.  Applicability:

            The sponsored as well as non-sponsored candidates will have to appear in Entrance examination (OPENNET) to be conducted by Indira Gandhi National Open University (IGNOU), scheduled on 8th June-2008 (Sunday). Both, the sponsored and non-sponsored candidate shall meet the prescribed minimum eligibility conditions for the course. 

3.  Educational qualification:

3.1      10+2 with 55% marks in PCM aggregate or

3.2        50% marks in the final year of B.Sc. with physics in any of the years of B.Sc or

3.3        50% marks in the final year of B.E. or B. Tech. degree 

                                                                     AND

3.4       50% marks in English either at 10th or 12th or at graduation level. 

4. Age & Medical Requirement:  

4.1       Besides the educational qualification as stated under para 3 above, the candidates shall meet the age criteria as per M S Notice no 7 of 2005.  In addition, the applicants shall comply with the physical and medical standards and MMD Eye sight related criteria as per M S Medical Examination (Medical Examination Rules 2000).  

4.2       The Admit Card issued by IGNOU shall be sufficient to allow a candidate to appear for the Eye sight Test conducted by MMD and Physical / Medical fitness test conducted by DGS approved doctors. This shall facilitate eliminating the failures that come to our notice at a later stage. 

5. Open Net Examination: 

5.1       The OPENNET shall have 180 questions distributed in six parts which are to be attempted in 3 hours. The University/DGS shall prescribe certain minimum qualifying marks in the OPENNET examination. These six parts are as follows:

5.1.1.  English - 30 questions

5.1.2. General Knowledge - 30 questions

5.1.3. Reasoning Aptitude- 30 questions

5.1.4. Mathematics- 30 questions

5.1.5. Physics- 30 questions

5.1.6. Chemistry- 30 questions 

5.2.      The entrance test shall carry 100% weightage for the purpose of drawing up the merit list for admission of Non-sponsored candidates. No interviews shall be conducted by IGNOU for the admission in case of non-sponsored candidates.  Allotment of seats for such candidates shall be only on the basis of the merit list.  

5.3.      In case of Sponsored candidates, the companies are free to set their own criteria of selection (written test/interviews/higher passing percentage in eligibility examination etc.) provided they meet the minimum eligibility set at para 3 & 4 above. All such aspirants must qualify in the OPENNET examination as stated in para 2 above. For the sponsored candidates it would be sufficient that they are declared qualified in the Entrance Test (OPENNET) and are sponsored by the Shipping Companies / DGS approved (RPS registered) Manning Agents.  

6. Schedule of admission:

6.1.      Date of OPENNET examination: 08-06-2008 (Sunday) 

6.2.      Date of declaration of Result of OPENNET: 26-06-2008 (Thursday) or earlier

(Note: Result to be declared on IGNOU website i.e. www.ignou.ac.in ) 

6.3.      Date of intimation of the IGNOU qualified, selected sponsored candidates and the name of the selected IGNOU-DGS approved Pre-sea training institutes by the Indian Shipping companies / registered manning agents to IGNOU: 14th July, 2008.  

6.4.      Date of communication of firm vacancies to be filled by Non-sponsored candidate by the Training Institute to IGNOU: 12:00 noon of 16-07-2008 (Wednesday) 

6.5.      Date the non-sponsored candidates are required to report at IGNOU, New Delhi for Counselling/ allocation of Institute : 17th July, (Thursday), 18th July, (Friday) & 19th July, (Saturday) 2008. Further details for counselling shall be published by IGNOU on its website.  

7. Selection Procedure:

7.1.      The employers  may advertise their recruitment and selection clearly mandating that all such candidates will have to appear in the Entrance examination (OPENNET) to be conducted by IGNOU on 8th June-2008 (Sunday) for which the candidates shall make separate application to IGNOU.  

7.2.      Sponsored and non sponsored candidate appear together and obtain minimum qualifying marks.  Those below the qualifying marks will not be allotted any seat. 

7.3.      Non sponsored candidates will be allotted seats as per their choice as stated in the application form based on their merit in the IGNOU OPENNET examinations after the sponsored candidates have been given allotment in accordance with the tie up with the Training Institutes and the sponsoring companies / registered manning agents. 

8.    Interaction with the prospective candidates:  

      There shall be a live interaction with the prospective candidates on Gyan Darshan-2 (Teleconferencing channel of IGNOU) on 27th April 2008 (Sunday) 12:00 -13:45 PM. The channel is available on Doordarshan’s Free DTH service and Zee’s DishTV DTH (channel no. 1590). The candidate can ask their questions on Toll-Free no. 1800-11-2345. Capt. Uppal, Dy. Nautical Adviser to the Govt. of India, DGS, Capt. K.S. Varadkar and Project Coordinator of IGNOU shall be participating in the session from the Studios at New Delhi.

9. Release of advertisement:

          The IGNOU shall release its advertisement in the third week of April 2008.
