In partial modification of M.S. NOTICE No. 20 of 2002, a company registered under section 25 of Indian Companies Act, 1956 (hereafter 'registered Sn. 25 company') shall also be eligible to offer new course or start new Training Institute in addition to Registered Public Trust or Registered Society whose objective should include educational purpose.

The training institutions run by Govt. of India or by any State Govt. or public sector undertaking where 51% or more shares are held by Central or State Govt. shall be exempted from the provision of M S Notice 20. Similarly training institutes already established 20 years ago or more and run by old Indian Registered Shipping Companies having an annual turnover of Rs. 100 crores p.a. or more and having at least 10 or more Foreign going vessels shall also be exempted from provision of M S Notice 20.

Institutes have also requested to extend the time limit given in MS-NOTICE 20 for the existing Training Institutes by one year in order to complete their formalities. The Director General of Shipping and Secretary to the Govt. of India is pleased to extend the same by another one year. Therefore , the existing training institutes will have to convert into Register Society or Registered Public Trust or Sn. 25 Registered Co. within a period of 2 year from the issue of M.S. NOTICE 20. While submitting the documents regarding formation of Trust/Society/Sn.25 Registered Co. a resolution passed by appropriate body of such Trust/Society/Sn. 25 Registered Co. should be enclosed mentioning clearly that they want to start / run the said training institute. This is necessary to have proper linkage between Trust / Society / Sn.25 Registered Co. and the institute which seeks approval of the
DGS.

This issues with the approval of Director General of Shipping and Secretary to the Govt. of India.
