Sub: Constitution of a Special Cell for the Development of Coastal Shipping


             

1.         India has a coastline of 7,500 Km covered, by 12 major and 185 minor ports.  However, the coastal shipping in India has not been very conspicuous and accounts for only about 7% of the domestic cargo movement.  To promote coastal shipping, the Govt. has taken various measures and “Sagar Mala” is one of the major steps, which will give a boost to Indian Coastal Shipping and will also provide a cheaper mode of Transport. 

2.         To monitor the progress of the development of coastal shipping and to find solutions for various bottlenecks, the Director General of Shipping has constituted a Special Cell at the Directorate, which will look into various aspects of the coastal shipping.  The Cell is situated at the Directorate General of Shipping, Jahaz Bhavan, Walchand Hirachand Marg, Ballard Estate, Mumbai-400 001 and has the following members: 

(1)  The Director General of Shipping                                                 -           Chairman

(2)    Chief Surveyor with the Govt. of India or his representative           -            Member

(3)    Nautical Adviser to the Govt. of India or his representative           -            Member

(4)    Sr. Dy. Director General of Shipping                                          -           Member

(5)   Local Nominee from the Indian Ports Assn. or Ports                    -           Member

(6)    Representative from Indian National Shipowners’ Assn.               -           Member

(7)    Representative from Indian Coastal Conference                          -           Member

(8)    Representative from Foreign Owners Representatives &
 Shipmanagers Association                                                       -           Member

(9)  Representative from Maritime Association of Shipowners
     Shipmanagers & Agents                                                            -           Member

(10) Dy. Director General of Shipping (Coastal Br.)                            -       Member Secretary

3.    Terms & Conditions of the Cell: 

(a)               To act as nodal agency to coordinate and monitor the implementation of the recommendations within the time frame suggested by M/s. Tata Consultancy Services. 

(b)               To coordinate with the Center and States, to provide assistance for implementation of the decisions for development of coastal shipping and minor ports. 

(c)               To monitor the projects and review financial progress, made by the constituent units (including Ports & State Maritime Boards). 

(d)               To maintain up to date data base on coastal shipping. 

(e)               To participate in the meetings of various committees, responsible for distribution of various bulk commodities like Coal, POL, Cement etc. and promote diversion, whenever it is economical to coastal shipping. 

(f)                 To guide and monitor the progress of coastal shipping industry. 

(g)               The Committee is to meet at least once in three months under the Chairmanship of the Director General of Shipping, at an avenue, decided by the Committee. 

(h)               All matters related to policy matters in respect of coastal shipping are to be dealt by the Committee. 

4.         All Departments & organizations connected with the Coastal Shipping, can communicate directly with the Member Secretary for suggestions, new policies to be formed, changes/amendments in the present policies and any other matter affecting Coastal Shipping, on the following address : -
