Subject : Review of the Examination System

The Chief Examiner of Master & Mates has reviewed the present examination system being conducted under Merchant Shipping (STCW) Examination Rules 1998. For Smooth functioning of the examination system, the Chief Examiner of Master & Mates directs the following changes in the present system for implementation with immediate effect.

1. Oral Examination requirement: Every such candidate who has completed the full requirement of sea service for his certificate of competency shall be eligible to appear for his oral examination immediately after making his first attempt in the written examination. However, the candidate shall be issued with the letter of authority for issuance of Certificate of Competency after completion of all modular courses applicable to his grade as per prevailing examination rules.

2. UK GMDSS (GOC) Certificates: All Candidates (of Indian nationality) in possession of a UK GMDSS (GOC) Certificates and Indian Certificates of Competency issued under the M.S.Examination rules, are eligible for STCW 1995 endorsement valid upto 31st January 2002. Similarly, a candidate awaiting for letter of authority with respect to his certificate of competency is eligible for the same if he is in possession of UK GMDSS (GOC) certificate.

3. Rating Forming Part of Navigational Watch: Sea service performed as a trainee seaman by a seaman shall be taken into account as an approved service for the purpose of assessment of sea going service. Candidates are required to comply with all other requirements as applicable under the M.S.Examination rules for issuance of Certificate of "Rating Forming Part of Navigational Watch". Directives as mentioned above, are an interim measure and shall remain in force till further instructions from the Chief Examiner of Master & Mates.
