Induction of cadets in a Dredge Cadre Stream with Compliance of STCW 1978

2.1 Pre sea stage: The candidates who have completed the pre sea IGNOU DGS cadets Training of 1 year are eligible to join as dredge grade cadets after undergoing “Dredge Familiarization Course” of two weeks duration. This course shall be conducted at LBSCAMSAR as per laid down guidelines of the Directorate. This stream will enable the candidates to get STCW Certification with limitations to man dredgers only. 2.2 Sea service requirement: The candidates undertaking this course are required to perform at least 18 months of sea service on board ship, of which at least 6 months has to be on a Dredging ship. During this period they are required to undergo Structured Ship Board Training Programme (SSTP) by any DGS approved institutions. 2.2.1 A candidate who has not undergone dredger familiarization course at Pre sea stage is required to perform a sea service of 21 months of which at least 9 months should be on a Dredging ship. 2.2.2 A candidate who has not undertaken an approved Ship Board Structured Training Programme is required to complete at least 30 months of approved sea service of which at least 6 months should be on a dredging ship. 3. Post Sea Education: 3.1 On completion of minimum sea service requirement as stipulated under Para 2 above, candidates are eligible to join the post sea training / education of 4 months in any of the approved training institutes. 3.2 Candidates who have completed sea service requirement of a Trading Ship as prescribed under appropriate provisions of META Manual on obtaining their STCW Certificate will be eligible for dredger endorsement to man dredgers on satisfactory completion of Course on “Specialized Training on Dredger Operation”
3.3 Candidates
under Para 3.1 above are also required to successfully undergo
"Specialized Training on a Dredger Operation Course”. However, their
Certificate will be limited to manning the dredgers only. 4. Assessment of Sea Service: The assessment of sea service of the candidates shall be on same lines as per the requirement of the META manual for all applicable candidates of trading ships. 5. Examination: 5.1 On completion of Post sea training / education a candidate is eligible to appear for the common written examination of 2nd Mate FG. 5.2 After completing all modular courses as per requirements stated in the META manual for 2nd Mate FG, a candidate is eligible to appear for his oral examination in dredge function either together with oral examination in other functions or separately. 6. Certification: On successful completion of his written and oral examination candidate shall be awarded 2nd Mate FG Certificate of Competency in the same format as that of a 2nd Mate FG of a trading ship as per STCW 1978 as amended in 1995 along with dredge grade endorsement or a 2nd Mate FG certification with limitations to man dredgers only as the case may be. 7. Bridging Scheme: A candidate holding Dredge Grade Certificate referred to para 1 above has an option of obtaining a 2nd Mate FG certification without any limitation. The procedure for the bridging scheme shall be as follows: 7.1 A minimum approved sea going service on a Trading ship shall be 12 months of which at least 6 months shall be on bridge watch keeping duties. 7.2 On completion of minimum approved sea going service as stipulated under Para 7.1, a candidate is required to appear for written and oral examination on the cargo function. On successful passing of the same candidate will be awarded the STCW 2nd Mate FG Certificate without any limitation. 8. Course outline and syllabus: For the pre sea “Dredger familiarization course” of 2 weeks and “Specialized Training in Dredger Operation” course a committee has been formed which will shortly be giving course outline and details of the syllabus 9. NCV Certification and bridging scheme for dredgers: 9.1 The assessment of approved sea going service for the candidates undergoing training as per this notice shall be as per the requirement of section M-II/11 as per META Manual Vol. I. Candidates serving on dredgers of less than 3000 GT in NCV waters shall be guided by appropriate provisions in the same section of the META Manual. Such candidates will be enabled to pursue NCV certification with dredger endorsements as described in this notice. 9.2 Candidates who have passed NWKO (NCV) written examination and require 6 months of sea going service on a Trading ship to appear for oral examination has an option to complete 6 months of sea going service on a Dredging ship to be eligible for oral examination, however, his certificate shall be limited to man dredgers only. Alternatively, the candidate may complete at least 9 months of sea going service on a dredging ship to be eligible to appear for the comprehensive oral examination of the NCV Certificate of Competency for all functions along with the function of a Dredger Operation in which case the candidate will be entitled to possess a full NCV Certificate of Competency with an added endorsement of Dredger Operation. This notice is issued with the approval of Chief Examiner of Master and Mates and is to be implemented with immediate effect.
