Noting that the
growth in the Shipbuilding Industry requires a response from the
Directorate General of Shipping (DGS) that leads to a speedier process of
approval, certification and survey; and
2. Where the Merchant Shipping Act, 1958 as amended and the rules
framed there under, requires submission of plans to the Central Government
for approval, before the construction of any ship commences or when a ship
is acquired second hand, as the case may be
3. At present, the survey and certification of passenger ships are
not delegated to the Classification Societies (RO’s). Hence, all the
plans/booklets in respect of these vessels are required to be submitted to
the Directorate for approval
4. In order to streamline the process and to ensure expeditious
approval of plans/booklets in respect of passenger ships, it is decided
that, henceforth, all plans/booklets of such ships are required to be
submitted to the Indian Register of Shipping (IRS), Mumbai, for initial
scrutiny and verification, prior to submission to the Directorate. Duly
verified copies of plans/booklets along with recommendation/comments of
IRS may be submitted to the Directorate for final approval
5. This issues with the approval of the Director-General of
Shipping and ex-officio Addl. Secretary to Govt. of India.
