Sub: Corrigendum to Meta manual Vol.I page II/5 (flow chart) and related text in MS Notice of 07 of 2000


 This Directorate has been receiving queries in connection with assessment of Eligibility of Seafarer's desirous of perusing Second Mate (FG) Certification.

The minimum requirements of certification as Second Mate (FG) are set out in Chapter II - Rule 13 of MS STCW 1998 Rules.  Further details are described in Chapter II section M-II/1 of Meta Manual Vol.1.  For sake of easy reference, a flow chart on page II/5 illustrates this methodology.  In addition, MS Notices or guidance circulars are issued from time to time.  In one such MS-Notice (MS Notice of 7 of 2000 para 3-c).  There was an inadvertent omission.

This amendment notice purports to replace para-3 c) of MS Notice of 7 of 2000 and provide ready reference to this methodology as under:

C) "Other deck cadets with basic educational qualification of 10+2 (PCM) but with aggregate PCM Marks less than 60% and who do not meet the basic entry standards shall be required to undergo an approved sea going service of 36 months including 6 months of supervised Bridge Watch-keeping and thereafter they shall be eligible for the course of NWKO(NCV).  After successful completion of NWKO (NCV) course (i.e. written assessment only), such candidates are eligible for 2nd Mate (F.G.) Function Course provided they have passed foundation course, followed by Examination for 2nd Mate (F.G.) certification".

Similarly a ready reference flowchart to replace existing flowchart of Page II/5 of Meta Manual Vol.I is attached hereto.

This issues with the approval of Chief Examiner of Master and Mates & Nautical Adviser to the Government of India.
