2. In recent days the Directorate
has received a number of complaints from students pointing out that
various training institutes are completely disassociating themselves in
arranging training slots for them and their concerned efforts of pursuing
a seafarers' career spending considerable amount of money is not giving a
tangible result. 3. Duration of Ship -board training for various short term and long term DGS approved pre sea training programs for officers conducted by the various DGS approved training institutions; is indicated below 1. One year presea Diploma in Nautical Science leading to B.Sc. Nautical Science -DNS 2. 4 years B.Sc in Nautical Technology - B. Sc. (NT) 3. 3 years polyvalent (Dual Certification) course leading to B. Sc. in (Maritime Science) degree - B. Sc. (MS) 4. Bachelor of Maritime Engineering - B. E. (ME) 5. Graduate In Marine Engineering - GME 6. Diploma in Marine Engineering - DME 7. Alternative Training Scheme - ATS 8. Electro Technical Officers - ETOs

years B. Sc Degree in Nautical Science - B. Sc. (Nautical Science) 4. Although the DGS circular no.1 of 2008 (File No. 12-TR(4)/2007 Vol. III dated 24.03.08) stipulates the conditions of placement of students on ships for training, the position is not reported by the Institutes nor monitored leaving the Directorate as well as other stakeholders in dark about the performance of the Institute in this regard. Moreover as the CDC issued to the trainees before joining the ship is of usual 10 years duration, the inability of the trainee to receive the ship -board training does not get monitored by the Shipping Master's office so as to alert the training branch and the prospective students in general about unsatisfactory record of a particular training institution in this regard.
5. In order to monitor the ship -board training placement performance of different training institutions, the Director General of Shipping stipulates hereby the following modification in the issuance of CDC to the successful students who have undergone the above pre sea course.
5.1. Candidates completing any of the above mentioned pre sea courses shall be issued with CDC having a limited validity of two years from the scheduled date of completion of the respective pre sea course to enable such candidates passing the presea courses to obtain necessary ship board training and appear for the respective competency examinations. 5.2. Such CDC will be inscribed with notings that " Limited validity period "(see inside) on the cover. 5.3. Every holder of such CDC have to report their training / employment status and the capacity in which they are working, at an interval of every 6 months electronically to the SM office with copy to INDOS cell in the proforma in annexure I. 5.4. If the candidates are not able to obtain the sea experience within the 2 years, such CDCs shall be renewed for a further period of 1 year on submission of the renewal application submitted to S. M. Mumbai by the candidate, without requirement of any further documentation, subject however to regular reporting of training / experience status as in para 5.3.
5.5. Renewal of such CDCs shall be effected within 7 days of the
electronic application subject to fulfillment of the condition stipulated
at Para- 5.3 & 5.4 and sent to the address indicated by the applicant
through speed post or
6. This M.S. Notice come into effect with effect for the issuance of CDCs to the candidates undergoing the above pre sea courses starting after July 2011 onwards.
7. This issues with the approval of
Director General of Shipping & ex-officio Additional Secretary to
Government of India.
