No: CR/CDC(1)/Presea/2011

 Dated: 18.11.11

1.         Structured  Shipboard Training Programme  ( SSTP ) i.e. the training on a ship of a pre sea course training is a prerequisite to acquire Certificates of Competency (COC) and hence jobs. Responsibilities of the training institutes does not cease at the completion of the class room    course but extends to arranging and ensuring of SSTP slots on board concerned ships to their students so that the students compete the prescribed sea time training to become eligible for appearing in the examination for the COC.  In reality however, many a training institutes are tending to shy away from their responsibility of ensuring SSTP slots to their students, as well, monitoring progress. At the same time the training institutions want to relentlessly increase their intake of the students for the pre-sea course resulting in the students being compelled to wait considerably, for the training slots.

2.         In recent days the Directorate has received a number of complaints from students pointing out that various training institutes are completely disassociating themselves in arranging training slots for them  and their concerned efforts of pursuing a seafarers' career spending considerable amount of money  is not giving a tangible result.
