Preamble:
Over a period of
time, it has come to our notice that there is a need to do active and
imaginative marketing of the Indian seafarers. The feedback reveals almost
a global perception of Indian seafarer as an 'old' person, and the need
for fluency in speaking and understanding English on board the ship. The
position of India as a manpower-supplying country in the maritime world
has been declining in the recent past, and some of our large neighbors and
English-speaking countries have increased their supply of seafarers
tremendously. This has underlined the importance to send effective signals
to the potential candidates for career in Merchant Navy, and to our Indian
Maritime Training Institutions, that the Indian seafarers have to start
early in life, and that they should have command over the English
language.
2. Waters were tested on these two points by issue of M S Notice No 22 of
2002 on 13 September 2002 without indicating the date on which that notice
will come into effect. It has evoked immediate and varied responses from
all the active maritime players such as shipowners, ship-managers,
training institutions, and seafarers' Unions. Thereafter meetings were
held with INSA, FOSMA, MASSA, a wide cross-section of training
institutions, and representatives of seafarers' Unions. In these formal
and informal meetings, a number of important and useful suggestions were
made. In all the meetings all the participants agreed with one voice about
the need for Indian seafarers to have command over English, and the need
to have younger lot into the seafaring profession. After taking all the
suggestions into consideration carefully, it has been decided to change
and modify a few aspects laid down in M S Notice 22 of 2002 to reflect the
consensus that has emerged in these meetings.
3. New criteria for
selection:
Accordingly, in supersession of
Training Branch Circular No 5 of 2000,
and 5 of 2001,
M S Notice 22
of 2002 and all other circulars issued in this
regard, and in pursuance to
- Merchant Shipping (Apprenticeship to Sea Service) Rules, 1960,
amended in 1973,
- Merchant Shipping (Continuous
Discharge Certificate) Rules, 2001, and
- Merchant Shipping (STCW) Rules, 1998,
the Director-General
of Shipping and Secretary to the Government of India is hereby
pleased to prescribe the following criteria for the selection of
candidates by the training institutes or workshops for various
pre-sea training courses :-

4. Transparency of
selection procedure:
The requirements specified above with regard to the academic qualification
are the basic minimum and the training institutes/workshops are to select
candidates on merit. The selection procedure should be absolutely
transparent and published in detail in advertisement as well as in
admission brochure. Since the candidates are required to work in adverse
condition on board ships and required to be physically and mentally
strong, the institutes/workshops are to ensure that the candidates are
physically fit and medically examined as per MS Medical Examination Rules.
5 Requirement of
English:
Candidates for
short-term courses at Sr No 1 to 4 above should have passed in the
English language as a subject, at either 10th or 12th standard or
in the Degree/Diploma course, conducted by the Board or any
University. Candidates for courses meant for Officers at Sr. No. 5
to 11 should have obtained 50% marks in English at 10th or 12th
standard or in the Degree/Diploma course conducted by the Board or
any University.
6 Closure of separate
Engine and Deck Rating courses:
The two separate
courses, namely, the 3-months' Pre-Sea Course for Deck Rating and
the 3-months' Course for Engine Rating shall stand abolished with
effect from 1st April 2003. With immediate effect, no new
application for these courses will be entertained. The institutes
now conducting these courses will be allowed to convert these two
courses into 4-Months' Pre-Sea Course for General Purpose Rating
subject to creating necessary facilities for the same and
satisfactory inspection report from the concerned Academic
Council. The Institute must send the conversion proposal to the
Director-General of Shipping by 31st December 2002.
7 Cut-off date for
Age-limit:
The Director-General
of Shipping lays down hereby that the candidate should be within
the prescribed age as on the date of the commencement of the
course. Admission for short-term courses i.e. from Sr. No. 1 to 5
could be given for candidates who have completed 17.5 years of
age.
In order to bring
uniformity for examinations etc, all short-term courses shall in
future commence only on the first working day of the month.
8 Exemption for
selection through IIT-JEE:
This M S Notice No 24
of 2002 shall not be applicable for the candidates recruited
through IIT-JEE by the maritime training institutions in
consultation with Director General of Shipping.
9 Entry into force:
This M.S. Notice shall
be effective from 01.12.2002 for all the courses other than those
mentioned under Sr. No. 8. But it shall be effective from
01.02.2003 for the course listed under Sr. No. 8 i.e. one year
Training Marine Engineering Course.
Training
Institutes/workshops may, study this M S Notice carefully and
implement the directives in strict compliance, and also give wide
publicity thereto. Every advertisement released for maritime
training after the date of issue of this M S Notice shall reflect
only the criteria mentioned herein.
