Sub: Replacement of Continuous Discharge Certificate-cum-Seafarers Identity Document (CDC) issued under M.S. (CDC) Rules, 1960


 A representation has been received from the shipowners' association stating that the CDCs issued to indian seamen under M.S. (Continuous Discharge Certificates) Rules, 1960 (as amended in 1972 and 1978) do not indicate the validity period and as a result Indian seafarers are facing certain problems with the port and immigration authorities abroad as these authorities are not prepared to accept the CDCs which do not indicate the validity period. Further these CDCs are not in good condition and the photograph in the CDC does not resemble the holder on account of age.

Keeping in view the above facts, the M.S. Notice No.8 of 2001 issued vide this Directorate's letter of even number dated 16th March 2001 and M.S. Notice No.3 of 2002 issued vide this Directorate's letter No.41(2)/CR/94 dated 22nd February 2002, are hereby superseded and the Director General of Shipping & Ex. Officio Addl. Secretary to Govt. of India, in exercise of the powers conferred on him in accordance with clause 1 of section 456 of Merchant Shipping Act 1958, is pleased to direct that the Indian seamen who are in possession of CDCs issued under the Merchant Shipping (Continuous Discharge Certificate ) Rules, 1960 (as amended in 1972 and 1978), can apply for a replacement of CDC before the Shipping Master, Mumbai/Chennai/ Kolkata, in the prescribed application form (enclosed), provided the seaman is:

a) a serving seaman, or
b) is engaged in a maritime related profession and produces a certificate of employment to this effect.

The application for replacement of CDCs will be governed by the following conditions :

(1) Fresh CDCs will be issued to those seamen who are issued CDCs under Merchant Shipping (Continuous Discharge Certificate) Rules, 1960 (as amended in 1972 and 1978).

(2) The applicant is required to make an application to the concerned Shipping Master in the prescribed form by registered post or speed post or through a recognized courier service.

(3) The replaced CDC will be valid for a period of 10 years from the date of issue.

(4) The old Continuous Discharge Certificate will be invalidated and returned to the applicant.

(5) The CDCs issued under Merchant Shipping (CDC) Rules, 1993 and 2001,will also be replaced by SM provided that the CDC is worn out/torn/defaced/mutilated.

(6) When the pages for engagement and discharge in the CDC get exhausted, the holders may apply for additional CDC, along with two recent passport size photographs and DD for Rs.1000/- in favour of the concerned Shipping Master.

(7) The following documents should be enclosed along with the application :

(a) A processing fee of Rs.1000/- is required to be paid by way of an account payee Demand Draft drawn in favour of respective Shipping Masters, payable at Mumbai/Kolkata/Chennai (Name and address of the applicant should be written on the reverse of the demand draft).

(b) The original CDC is to be enclosed with the application form along with a xerox copy of CDC.

(c) 3 copies of latest stamp size photographs (3 cms x 2.5 cms) in white shirt to be enclosed (in addition to the photo affixed). Name of the applicant should be written on the reverse of the photographs.

(d) One self addressed envelope (size 5" x 12") with Rs.60/- (Rupees sixty only) postage stamp affixed.

(e) Copy of certificate of employment.

(8) Application for replacement of CDCs issued under MS(CDC) Rules, 1960, will be entertained within one year of date of issue of this notice.
