Subject: Expansion of Examination Centers (Nautical) activities. |

This Directorate has been in receipt of representations from the candidates with respect to overcrowding and uneven work load distribution in certain declared examination centers. The matter has been examined with concern and to address this issue, the Director General of Shipping, as an interim measure, hereby declares additional examination centers, where approved examiners of the nautical stream are presently posted, for purpose of assessment and conduct of only oral examinations as follows:- 1. MMD, Kandla : CoC grades up to Master (FG) 2. MMD, Jamnagar : CoC grades up to Mate (FG) or Master (NCV) 3. MMD, Goa : CoC grades up to Mate (FG) or Master (NCV) 4. MMD, New Mangalore : CoC grades up to 2nd Mate (FG) or NWKO (NCV); Provided, however, that these candidates should have - (i) appeared for their written examination at least once, and completed their modular courses and be in compliance with requirements towards eligibility of conduct of orals examination, or (ii) be candidates of NCV grades who have passed all their written examinations prior to being permitted to appear for orals examination, or (iii) be from B.Sc (Nautical) stream who are exempted from written examinations. Provided further that candidates in the category (i) to (iii) above will get out of turn preference in terms of booking their examination date and on the day of examination they will get the first preference in the sequence of examinees for that day. This should be strictly followed. Therefore, it is envisaged that candidates of NCV grades and B.Sc (Nautical) can file their applications directly and those who have completed written examinations in other grades may request for transfer of their application Form-15 to any one of the above mentioned applicable MMDs as convenient to them. This MS Notice comes in to effect from 1st November 2010 and in the mean time, it is desired that necessary working modalities and procedures (such as conduct of visual signals exam, fee collection and preferably on line connectivity) are developed and proposals for approval of external examiners are processed on fast track basis by all concerned Mercantile Marine Department. Above mentioned additional examination centers shall also render services to applicants for revalidation of the CoC, issuance of endorsements for dangerous cargo and GMDSS under the supervision and guidance of the controlling Principal Officer. Any clarification in this regard may be sought from the Examination, Assessment and Certification (EAC) Branch, Nautical Wing of the Directorate. This MS Notice is subject to annual and periodical revision.
