1. Pursuant to amendment of SOLAS Convention,
and inclusion of Chapter XI - 2 - "Special Measures to enhance maritime
security", the provisions under the stated amendment and the included
Chapter will be required to be complied with on or before 1st July 2004
by ships, shipping companies and ports as applicable..
2. Section 11, 12 and 17 of the Part A of the International Ship and
Port Facility Security Code (ISPS Code) have laid down the requirement,
duties and responsibilities of Company Security Officer, ship security
officer and Port facility security officer.
3. In accordance with provision under Section 13 - Part A of the Code
with regard to training, drills and exercises on ship security, the company
security officer and appropriate shore-based personnel shall have knowledge
and have received training, taking into account the guidance given in
Part B of the Code.
4. In accordance with the provisions under Section 18- Part A of the
Code with regard to training, drills and exercises on Port Facility Security,
the port facility Security Officer and appropriate Port Facility Security
Personnel shall have knowledge and shall have received training taking
into account the guidance given in Part B of the Code.
5. Taking the above into consideration, the Directorate General of
Shipping has directed that it is mandatory for ship security officers,
Company security officers of Indian ships and Indian shipping companies,
to undergo the required training in accordance with
Annex
I
and
Annex II of this notice
respectively.
6. Ports seeking "Statement of Compliance" in accordance
with the Code, must have a port facility security officer having adequate
training and certification in accordance with the course curriculum listed
at
Annex III
of this notice.
7. Port, ship and Company security personnel who have undergone the
required training after the adoption of "Special measures to enhance
maritime safety security" (Chapter XI and Chapter XI -2 of the SOLAS
Convention) shall be deemed to have undergone the training curriculum
meets the requirement of the stated code and necessary documentation indicate
the compliance.
8. Understanding the importance and urgency of the CSO, SSO and PFSO
training courses, it has been decided that such courses will be conducted
at :
i) LBS CAMSAR, Mumbai
ii) Marine Engineering & Research Institute, Kolkata
iii) Maritime Training Institute, Mumbai
iv) Indian Register of Shipping, Mumbai
v) National Institute of Port Management, Chennai
vi) Indian Institute of Port Management, Kolkata.
9. Training institutes referred in Para 8 are required to furnish necessary
course curriculum and expertise to conduct the course, to the Directorate,
for grant of approval. Approved training institutes may issue the certificate
to the trained officers in accordance with the prescribed format given
in
Annex 1 (A),

III (A) as applicable.
This issues with the approval of the Nautical Adviser to the Govt. of
India.
