Sub: Replacement of Continuous Discharge Certificate-cum-Seafarers Identity Document (CDC) issued under M.S.(CDC) Rules, 1960



Whereas, vide M.S. Notice No.23 of 2003 dt. 25.8.2003, the CDCs issued under M.S. (CDC) Rules, 1960 (as amended in 1972 and  in 1978) were permitted for replacement within a period of one year from the date of this notice. 

Whereas, on further consideration, after receipt of representations from the representative organization of shipowners and seafarers, the time limit for the replacement of the CDCs issued under M.S (CDC) Rules, 1960 was extended for a period of one more year vide M.S. Notice No.  9 of 2004  dt. 25.8.2004.  Accordingly, the time limit expired on 24.8.2005.   

However, this Directorate has been receiving various representations from the representative organizations of the shipowners and seafarers.  Accordingly, after taking into account the various requests and also keeping in view the fact that many seafarers who are in possession of CDCs issued under M.S. (CDC) Rules, 1960 have not replaced their CDCs till date, the Director General of Shipping & Secretary to Govt. of India, hereby, accords a  final opportunity to all seafarers to get their CDCs  replaced immediately and before 31.12.2006.  

Further, the representative organizations of the ship owners, seafarers and the shipping companies are, hereby, requested to give wide publicity  to ensure that all seafarers replace their CDCs, issued under M.S(CDC) Rules, 1960, before the due date.  It may be noted that this extension has been given  as a final opportunity and no further requests for extentions shall be entertained by this office. 

This issues with the approval of Director General of Shipping & Secretary to the Govt. of India.
