            Sub: Guidelines on towing permission from Indian Coast / Offshore Oil
                  Development Area (ODA) and for Overseas Voyages - Reg.

 Sir,

         This is in reference to the stated subject matter; I am directed to inform you that the new guidelines for granting voyage permission to Towing vessel or s / Towed ship or s-objects or s have been prepared by the Directorate. 

         In this context, I am directed to forward herewith the Merchant Shipping Notice No. 13 of 2008 dated 12th  Sept, 2008, which incorporates these guidelines.  This notice includes the following forms for your information and necessary action. 

  • Procedures for inspection and certification of towing ship/towed ship and towing arrangements to grant towing permission.

  • Application form for towing permission (FORM-A).

  • Checklist for Survey (FORM-B).

  •  Recognized Inspecting bodies of DG Shipping (FORM-C).

  •  Quarterly Returns by the authorized bodies of DG Shipping on towing permission to Principal Officer, MMD districts (FORM-D).

        This notice supersedes Directorate General of Shipping's earlier guidelines on towing permission issued vide letter number No. 19-NT (1)/92 dated 25.05.1992, 13-NT(2)/2002 dated 29.1.2002, 11-NT(58)/2007 dated 19.7.2007 and all other notifications on this subject.  This MS Notice No. 13 of 2008 dated 12th September 2008 comes into force with effect from 15th September 2008.
