Sub: Preparatory Course for Eligibility to sit for MEO Class IV Examination Non-
       Mandatory


In accordance to Merchant Shipping (Standards of Training Certification and Watch keeping for Seafarers), Rules 1998 Vol.I Rule No.21 (2) (iv) and Flow Diagram No.1 of Section M-III/7 candidates for certification as MEO Class IV desiring to appear for the competency examination are required to attend a preparatory course in an institute approved by the Directorate General of Shipping (DGS).

Attending the course is a pre-requisite for a candidate to be eligible to appear in MEO Class IV examination for obtaining Certificate of Competency. After completing the required sea time, candidates sign off from the ships and undergo the preparatory course of 3 months as applicable. In doing so, he utilizes his leave period in attending the preparatory course and is not able to appear for the competency examination, even though, he may be academically sound, and feels confident to sit for the competency examination.

The matter has been deliberated at the Directorate and it is observed that the entire syllabus and curriculum have been designed to impart a sound underpinning knowledge and comprehensive foundation in the fundamental engineering sciences and technical skills during the various pre sea marine engineering courses and on-board training and assessment programme through T.A.R books at initial induction.

As such, keeping in mind the need to reduce the time taken by the candidate to obtain the Certificate of Competency, it has been decided to do away with the compulsion of attending preparatory course prior to appearing for the said examination.  However, candidate may attend the preparatory course, if he/she so desires.

This issues with the approval of the Chief Examiner of Engineers.
