After opening the maritime training to private
sector in 1996-97, there has been mammoth growth in number of maritime training
institutes, specially in short term pre-sea training for ratings.
As on date, more than 30 institutes are doing courses for rating i.e.
GP Rating and Saloon Rating, having annual capacity of about 8000. Time
and again, issues have been raised regarding over capacity of training
institutes for courses for GP Rating and Saloon Rating and excess supply
of rating. It is a known fact that now there is over supply of ratings
in the market than the job available internationally. The same has been
confirmed by study conducted by BIMCO.
In view of above, it has been decided that with immediate effect,
from the date of issue of this M.S. Notice , no
proposal from any new training institutes shall be entertained for fresh
approval for courses of G.P. Rating and Saloon Rating. Similarly, such
proposals received from institutes for which no "In Principle Approval"
has been accorded or which are in preliminary stage of approval, will
also not be processed.
Similarly, no proposal for augmentation in intake capacity in GP Rating
Course and Saloon Rating Course shall be entertained from any of the existing
training institute.
The above instructions shall be valid for a
period of 2 years from the date of issue. The position shall be
again reviewed after ascertaining the market conditions and the industry's
requirement after the above period.
This issues with the approval of Director General of Shipping and
ex.officio Additional Secretary to Govt. of India.
