Subject : Sea Time requirement for deck cadets undertaking training on Trading Cadet Training Ship (TCTS). |

1. Introduction:- 1.1 The International convention on Standards of Training, Certification and Watch keeping, (STCW'95 Convention), for seafarers (STCW 1978 as amended) has established minimum standards of competence for personal serving at sea in order to promote safety of life and property at sea and protection of the marine environment. The convention makes it mandatory for all parties to prescribe frame work for minimum standards of training, experience, examination and certification for each certificate under the quality system. 1.2 As per Merchant Shipping (Standards of Training Certification and Watchkeeping for Seafarers), Rules 1998 (META Manual Volume-I), Section M-II/1, Page II/5 and as per Training Circular No. 12 of 2005, the candidate, who completes the Pre-sea education and training of one year DGS-IGNOU course is required to perform 18 months of seagoing service which includes on board training, training record book and six months supervised bridge watch keeping duties. 2. Objective:
2.1 The objective of this MS Notice is
to outline the sea time requirement for examination 3. Conditions applicable on trading cadet ships:- 3.1 Trading Cadet Training Ship (TCTS) for the purpose of cadets training shall be declared by the company upfront as a trading cadet training ship. Such Trading Cadet Training Ship (TCTS) shall not have less than 10 cadets at any given time and not exceeding 20 numbers. 3.2 Trading Cadet Training Ship (TCTS) shall have an additional dedicated training officer on board a ship other than the manning requirement of the vessel holding at least Certificate of Competency as a Master (FG), issued or recognized by Govt. of India, who will monitor the progress of training programme of deck cadets on board. 3.3 The sea service performed on a foreign going Trading cadet training ship shall be counted one and half times of the actual sea service on board a ship for the purpose of assessment of sea going service for examination under MS STCW 1998 examination Rules. However, the maximum assessed sea time shall not be more than 9 months, which is equivalent to 6 months actual sea service on training ship. In all cases minimum 6 months of actual sea service other than cadet ship service is required to be done on a normal trading ship. Notwithstanding above, the minimum actual sea going service on board a ship by a cadet shall not be less than 12 months under any circumstances. 3.4 The training programme on board Trading Cadet Training Ship (TCTS) shall be approved by the Director General of Shipping. 3.5 The total sea time requirement for the eligibility of 2nd Mate Certificate of Competency shall be as per the stipulated Rules under MS STCW Examination Rules 1998 and relevant notices as issued by the Directorate from time to time on these issues. 4. Justification 4.1 The trading ships used for the purpose of cadet training are comparatively more dedicated for the training of deck cadets with the cadet's training programme,which gives the training schedule and record of training during the period. 4.2 The trainees shall be complying with the structured training programme on board Trading Cadet Training Ship (TCTS), to become an officer in-charge of navigational watch on ships of 500 gross tonnages or more. 4.3 Trading Cadet Training Ship (TCTS) will be plying in different sea areas of the world as per requirement of trade. During the voyages trainees would keep watch keeping duties at sea with duty officer at support level in turn. In addition to the watch keeping duties at sea and anchorage, the trainees would also keep cargo watches with duty officer at support level in turn. In addition, trainees would be exposed to routine maintenance of ship, mooring, unmooring, operation, planning of loading, unloading of cargo, preparing the vessel for loading unloading the cargo or passage and all other commercial and safety related ship board operations. 4.4 Trading Cadet Training Ship (TCTS) shall carry out all the commercial activities of loading and discharging of cargo as any other normal merchant cargo trading ship. 4.5 The cadets will acquire not only understanding and skillfulness in shipboard operation but also awareness of leadership, mental, physical strength and the value of human relation. This is issued with the approval of Director General of Shipping and Ex-officio Additional Secretary to the Government of India.
