Sub: 2 months bridging course for ATS Candidates appearing for MEO Class-II examination - for existing passed hatches.


          Under the provisions of META Manual Vol. I at Flow Diagram No. 3, page III/12, a candidate who obtained MEO Class IV certificate under Flow Diagram No. 2, page III/8, stream 11 taking up the  Alternate Training Scheme (ATS) and desirous of appearing for MEO Class II examinations needs to undergo 6 months training course including simulator course at an approved institute after successful completion of 12 months approved sea service as Officer in Charge of an Engineering Watch.  

At present only two institutes are conducting Course under ATS in accordance with Flow Diagram No. 2 and no institute is conducting the 6 months training course referred to above.  Some candidates who have obtained MEO Class IV Certificates under the ATS Scheme and have completed the required 12 months sea service have approached this Directorate with a grievance that they are not able to obtain a seat in the 6 months training course in order to become eligible to appear for MEO Class II examinations. 

            It had already been laid down that it should be the responsibility of the institutes conducting the ATS Course to conduct the 6 months course also for the benefit of their candidates.  However, these institutes have reported that it is unviable for them to conduct the 6 months course, as candidates are very few in numbers.  In these circumstances, the Directorate has decided to introduce a Bridging Course, details of which are appended below: 

1.   The institutes conducting training under ATS have to conduct a Bridging Course of 2 months duration.  The syllabus of the course shall cover difference of portion covered under 4 year MERI in engineering and ATS syllabus of Appendixes M-III/1A.6A, M-III/1A.6B and M-III/1A.6C, META Manual, Volume 1; as annexed. 

2.   Candidates who have completed the requisite sea service of 12 months after obtaining MEO Class IV certificate under ATS have to attend the 2 months Bridging course first and thereafter the 4 months course including simulator course as applicable for MEO Class IV candidates from all other streams as shown in Flow Diagram No. 3, in order to become eligible to appear for MEO Class II examinations; 

3.   Institutes conducting training under ATS have to develop and apply for the said 2 months Bridging course at the earliest along with the details of curriculum. 

4.   Candidates who are already waiting to join the required 6 months course are permitted to join the 4 months course referred to above and subsequently attend the 2 months Bridging course, as a special case in order to avoid delay.  However, this permission will be valid only till any of the approved ATS institutes commences the new 2 months bridging course for ATS candidates. 

5.   Candidates, joining the new batches of the ATS Course will not be required to undergo this 2 months bridging course.  (Reference Training Circular No. 7 of 2007)
