Ministry of
Shipping has constituted Indian Maritime Casualty Investigation Cell (IMCIC)
with an initial corpus fund of ` 142.50 lakhs as Grant-in-Aid(Plan) for
the year 2010-11. The cell will function as independent unit under the
administrative control of DGS.
2. In order to have effective control over expenditure
and also to avoid wasteful expenditure at any point of time it is
necessary that the Fund Managers strictly follow the canons of financial
propriety and all applicable Central Civil Services Rules. For this
purpose the DGS has nominated Shri K.Rajamohanan Nair, ADG(F&A) and Capt.
H. Khatri, NS as a Joint Controllers of the fund.
3. The fund sanctioned for the above project will be drawn in
lump sum and kept in a Current Account to be opened in the name of 'Indian
Maritime Casualty Investigation Cell, Directorate General of Shipping'.
The Syndicate Bank, Fort Branch which is the accredited bank for this
Directorate will facilitate opening of the account. There shall be dual
signatory for drawing cheque 1) Shri K.Rajamohanan Nair, ADG(F&A) and 2)
Capt. H. Khatri, NS. During their absence Shri S.K.Jaiswal and Capt.
Deepak Kapoor, NS respectively will substitute as signatory.
4. The nominated officials shall be responsible for drawing bills,
maintenance of accounts, reconciliation and furnishing utilization
certificate. The accounts of the Grant-in-Aid will be audited by
Statutory/Internal Auditors.
5. This issues with the approval of Director General of
Shipping and ex.Officio Additional Secretary to Govt. of India.
