bject: Progression from MEO Class IV to MEO Class II 
 


     In accordance to Merchant Shipping (Standards of Training Certification and Watchkeeping for Seafarers), Rules 1998 Vol.I Rule No.22/III, Flow Diagram No.1 of Section M-III/1 and Flow Diagram No.3 of Section M-III/3, candidates for certification as MEO Class II (Second Engineer Officer) have to hold the Certificate of Competency as Marine Engineer Officer Class IV (Officer in charge of an Engineering Watch).

      It has been observed that some Training Institutes conducting preparatory courses are enrolling candidates for 4 months preparatory course of Class II Part B, even though the candidates have not passed MEO Class IV examination.  The Chief Examiner of Engineers has directed that candidates should not be enrolled for MEO Class II preparatory course till they have passed MEO Class IV Part B examination. 
 
     However, such candidates who have attended MEO Class II preparatory courses prior obtaining MEO Class IV Certificate of Competency till 31st December 2004, are allowed to appear for the MEO Class II examination, as a special case.

     This issues with the approval of the Chief Surveyor with the Government of India.
