The Directorate vide Circular No.46 has laid down minimum requirements
for training and subsequent approval / empanelment of examiners for the
purpose of MEO Examination. Issue have been raised time and again as to
the extent of evaluation and the time period required for assessment of
examiners. It needs to be appreciated that some examiners assimilate the
objective faster than others. It is also a matter of knowledge that experienced
surveyors have performed better as compared to less experienced surveyors
when they are ultimately trained as examiners. Aptitude and attitude also
makes a big difference during the training and evaluation of the officers
both as an examiner as well as Trainee examinee. In view of the large
variances in the wonder of candidates sitting for the exams at the various
MMDs and the scope for training of examiners viz-a-viz availability of
trainers, it is now proposed that some change in should be incorporated
in Circular 46 as implemented. Circular 46 lays down the basic requirements
for training and evaluation of examiners. The time periods mentioned therein
are a guideline. However, taking into view considerations of matters as
stated above, there may be cases where the Examiner of Engineers feel
that there needs to be a case of departure from the time periods laid
down in Circular 46 in view of experience and / or exceptional ability
of the surveyor, based on which he could possibly reduce the time schedule,
subject to the condition that he is fully satisfied that the examinee
being trained as an examiner meets the requirements as an examiner and
would not require to go through the time schedule laid down by Circular
46. To aid and assist him towards this end, the examiner of engineers
may refer to letter corollary 1 of Circular 46 for guidance. This corollary
may be referred to in letters to examiner of engineers. This is again
a guideline, but the minimum standards are stated here and are applicable
to all trainee examiners who may be more than even exceptionally qualified. | ||
