We have been receiving a lot of queries
from MMDs regarding the candidates who have not completed their sea time
as required by chapter I of STCW 98 and META Vol I and Examination of
Engineers Rules 1989. The cases forwarded are of varying nature with candidates
having partly completed the sea time or have not sailed in previous 5
years as required by rules for revalidation of certificate. These are
the candidates who are other than the candidates, who are exempted (superintendents,
surveyors etc.), as mentioned in META vol I section M-I/10 of chapter
I.
After due deliberation it has been decided at this directorate that the
candidates can complete their required sea time on coastal vessels serving
one rank lower than the certificate held or by appearing for a viva at
the respective examination centers.
The candidates who have opted for sailing will have to take special permission
from this directorate and will have to forward the employer's letter showing
willingness to employ them onboard. The fees of Rs. 1000/- (Rupees One
thousand only) should be paid in form of demand draft drawn in favour
of 'Directorate General of Shipping, Mumbai'. The fees have to be paid
at the time of application. The application can be made on plain paper.
On completion of the required sea time , the candidate can apply for revalidation
under normal process.
The candidate opting for orals may be charged the orals fees as mentioned
in META manual Vol I for the particular grade. The 'Form 15' should be
used for applying for orals. The result should be suitably endorsed in
the form and DGS final register and should be forwarded to the directorate
along with recommendations for upgradation if any. All other documents
eg. Form 1,2 etc should accompany the DGS final register. The orals shall
in general be mainly composed of matters relating to safety consisting
functions MEP, SSEP and recent developments in the function of Marine
Engineering. The examiner approved for the particular grade can conduct
the orals
