The procedure for revalidation of Certificates of Competency has been spelt out in Meta Manual. The requirement is that of serving one year in the last 5 years in the machinery appropriate to the certification. However, a numbers of candidates have been serving in offshore supply vessels and other Coastal vessels with marginally lower power and as a result of which they are unable to have their certificat0065 revalidated owing to the power restriction imposed. In order to alleviate this problem, the Directorate has considered the submissions and following instructions are issued:-

(1) Sea time served on ships registered under the Merchant Shipping Act and serving on the Indian coast BIMMS areas and having power less than that required as appropriate for the certificate, shall be accepted provided the sea time so served is twice the amount of sea service necessary for revalidation as per rules.

(2) Sea service on vessels other than those registered under the M.S. Act and with powers less than the appropriate power for revalidation as per rules, would only be considered on a case to case basis.

This instruction may kindly be implemented with immediate effect.
