Subject : Issuance of Certificate of Competency and other certificates to the representative's of INSA, FOSMA and MASSA Mercantile Marine Departments were authorized to deliver the Certificate of Competency and other endorsements to the designated representatives of INSA, FOSMA and MASSA so as to facilitate delivery of these documents to the seafarers directly on board the vessel to enable them to continue sailing to tide over the shortage of Engineer Officers. In view of continued severe shortage of Indian certified engineer officers, all Mercantile Marine Departments are directed that this practice should be continued with respect to all engineering certificates and endorsements till further notice. This issues with the approval of the Chief Examiner of Engineers.
