     I am directed to forward the following circulars received from International maritime Organization:

    1. Facilities in ports for the reception of Noxious Liquid Substances (NLS) residues from ships carrying chemicals in bulk-MEPC.4/Circ..5/Add.I dated 13.12.2004

     2. As-built construction drawings to be maintained on board the ship and ashore-MSC/Cir.1135 dated 15.12.2004.

     3. Marking the ship's plans, manuals and other documents with the IMO ship identification number - MSC/Circ.1142-MEPC/Circ.425 dated 20.12.2004.

    4. Transfer of ships between states-MSC/Circ.1140-MEPC/Cir.424 dated 20.12.2004.
