Chapter III of Meta Manual - I under MEO Examination Rule 1998 specifies that a person joining a ship must serve as an Engineer Officer for any Qualifying Sea Service. In particular, person holding MEO Class IV Part A must serve as an Assistant Engineer Officer to the Watch keeping engineer for stipulated period in order to qualify in terms of Qualifying sea service towards Class IV Certificate of Competency. There have been many representations from owners and trainees alike to define the actual designation of the engineer officer on board in terms of employment practice. The Directorate has reviewed this and here-by states that the engineer officer with Part A must be posted in the category of Assistant Engineer Officer and would serve as an assistant to watch keeping engineer and this should be quoted clearly in his sea time certificate.
