Sub:  Resolution, Amendments to Resolutions, Guidelines, Interim Guidelines and Unified
        Interpretations Adopted/Approved by the 63rd Session of the Marine Environment
        Protection Committee (MEPC 63) of IMO and Circulars  reg.


 

1.                  Background:  During the MEPC 63 meeting held during 27th February to 2nd March 2012, a number of resolutions, amendments to resolutions, guidelines, interim guidelines and unified interpretations (UIs) were adopted/ approved, the Resolutions and Circulars which requires immediate attention and compliance are as listed below (paragraph 3) and are available on the DGS website: www.dgshipping.com, shipping notices, Engineering Branch, MARPOL 73/78.       

 

          2.      Purpose:  To update ship builders, ship-owners, ship managers, shipping-agents, masters, officers of Indian registered ships, oil refineries, bunker suppliers and the surveyors regarding the resolutions, amendments to resolutions, guidelines, interim guidelines and unified interpretations (UIs) adopted/approved by the 63rd  Session of the Marine Environment Protection Committee (MEPC 63) of International Maritime Organization and implementation of the requirements stated therein by all concerned.

 

3.       Resolutions and circulars:

1.      Resolution MEPC. 209(63) (Annex 3 of MEPC 63/23), Adopted on 2nd March, 2012 - 2012 Guidelines on design and construction to facilitate sediment control on ships (G12)

2.      Resolution MEPC. 210(63) (Annex 4 of MEPC 63/23), Adopted on 2nd March, 2012  - 2012 Guidelines for Safe and Environmentally Sound Ship Recycling

3.      Resolution MEPC. 211(63) (Annex 5 of MEPC 63/23), Adopted on 2nd March, 2012  - 2012 Guidelines for the authorization of Ship Recycling Facilities

4.      Resolution MEPC. 212(63) (Annex 8 of MEPC 63/23), Adopted on 2nd March, 2012 - 2012 Guidelines on the method of calculation of the attained Energy Efficiency Design Index (EEDI)
for new ships

5.      Resolution MEPC. 213(63) (Annex 9 of MEPC 63/23), Adopted on 2nd March, 2012 - 2012 Guidelines for the development of a Ship Energy Efficiency Management Plan (SEEMP)

6.      Resolution MEPC. 214(63) (Annex 10 of MEPC 63/23), Adopted on 2nd March, 2012 - 2012 Guidelines on Survey and Certification of the Energy Efficiency Design Index (EEDI)

- Guidelines for calculation of reference lines for use with the Energy Efficiency Design Index (EEDI)

8.      Resolution MEPC. 216(63) (Annex 20 of MEPC 63/23), Adopted on 2nd March,

- Amendments to the Annex of the Protocol of 1978 relating to the international
convention for the prevention of pollution from ships, 1973 (regional arrangements for port
reception facilities under MARPOL Annexes I, II, IV and V)

9.      Resolution MEPC. 217(63) (Annex 21 of MEPC 63/23), Adopted on 2nd March,
2012
- Amendments to the Annex of the Protocol of 1997 to amend the International
Convention for the Prevention of Pollution from ships, 1973, as modified by the Protocol of 1978 relating thereto (regional arrangements for port reception facilities under MARPOL
Annex V and Certification of Marine Diesel engines fitted with selective catalytic reduction
systems under the nox technical code 2008)

10.    Resolution MEPC. 218(63) (Annex 22 of MEPC 63/23), Adopted on 2nd March, 2012 - Development of technical onboard equipment in relation to the designation of the baltic sea as a
special area under MARPOL Annex IV

11.    Resolution MEPC. 219(63) (Annex 24 of MEPC 63/23), Adopted on 2nd March, 2012 - 2012 Guidelines for implementation of MARPOL annex V

12.    Resolution MEPC. 220(63) (Annex 25 of MEPC 63/23), Adopted on 2nd March, 2012 - 2012 Guidelines for the development of garbage management plans
