1.      Background:  During the MEPC 62 meeting held during 11^th July to 15^th July 2011, a number of resolutions, amendments to resolutions, guidelines, interim guidelines and unified interpretations (UIs) were adopted/ approved, the Resolutions and Circulars which requires immediate attention and compliance are as listed below (paragraph 3)

          2.      Purpose:  To update ship builders, ship-owners, ship managers, shipping-agents, masters, officers of Indian registered ships, training institutes, oil refineries, bunker suppliers and the surveyors regarding the resolutions, amendments to resolutions, guidelines, interim guidelines and unified interpretations (UIs) adopted/approved by the 62^nd  Session of the Marine Environment Protection Committee (MEPC 62) of International Maritime Organization and implementation of the requirements stated therein by all concerned.
           3.       Resolutions and circulars:

.1         Resolution MEPC. 196(62) (Annex 2 of MEPC 62/24) , Adopted on 15 July 2011 2011 Guidelines for the development of the ship recycling plan.

.2         Resolutions MEPC. 197(62) (Annex 3 of MEPC 62/24) , Adopted on 15 July 2011-   2011 Guidelines for the development of the inventory of hazardous materials.

.3         Resolution  MEPC. 198(62) (Annex 6 of MEPC 62/24) , Adopted on 15 July 2011  2011 guidelines addressing additional aspects to the NOx technical code 2008 with regard to particular requirements related to Marine diesel engines fitted with selective catalytic reduction( SCR) systems.

.4         Resolution MEPC. 199(62) (Annex 7 of MEPC 62/24), Adopted on 15 July 2011 - 2011 Guidelines for reception facilities under MARPOL Annex VI.

.5         Resolution MEPC. 200(62) (Annex 12 of MEPC 62/24), Adopted on 15 July 2011  Amendments to the Annex of the Protocol of 1978 relating to the International Convention for the prevention of pollution from ships, 1973. ( Special area provisions and the designation of the Baltic sea as a special area under MARPOL Annex IV)

.6          Resolution MEPC. 201(62) (Annex 13 of MEPC 62/24), Adopted on 15 July 2011- Amendments to the Annex of the Protocol of 1978 relating to the International Convention for the prevention of pollution from ships, 1973 (Revised MARPOL Annex V)

.7         Resolution MEPC. 203(62) (Annex 19 of MEPC 62/24), Adopted on 15 July 2011- Amendments to the Annex of the protocol of 1997 to amend the International Convention for the prevention of pollution from ships, 1973, as modified by the protocol of 1978 relating thereto ( Inclusion of regulations on energy efficiency for ships in MARPOL Annex VI)

.8         Resolution MEPC. 204(62) (Annex 22 of MEPC 62/24), Adopted on 15 July 2011- Designation of the strait of Bonifacio as a particularly sensitive sea area

.9          Resolution MEPC. 205(62) (Annex 24 of MEPC 62/24), Adopted on 15 July 2011- 2011 guidelines and specifications for add-on equipment for upgrading Resolution MEPC.60(33)- compliant oil filtering equipment.

.10        Resolution MEPC. 206(62) (Annex 25 of MEPC 62/24), Adopted on 15 July 2011- Procedure for approving other methods of ballast water management in accordance with Regulation B-3.7 of the BWM convention.

.11        Resolution MEPC. 207(62) (Annex 26 of MEPC 62/24), Adopted on 15 July 2011- 2011 guidelines for the control and management of ship's biofouling to minimize the transfer of invasive aquatic species.

.12        MEPC.1/Circ.756 dated 10^th August, 2011-date of taking effect of the amendments to regulations 13 & 14 of MARPOL Annex-VI adopted by resolutions MEPC.202(62).

.13        MEPC.1/Circ. 757 dated 04^th August, 2011–Revised form of supplement to International air pollution prevention certificate.  

.14       MEPC.1/Circ. 761 dated 08^th August, 2011- 2011 Guidelines for the carriage of blends of petroleum oil and bio-fuels.

.15       BWM.2/Circ.32 dated 8^th August, 2011-applicability of Ballast Water Management convention to hopper dredgers.  

.16        BWM.2/Circ.33 dated 8^th August, 2011-Guidence on scaling of Ballast Water Management systems.

.17       MEPC.1/Circ. 736/rev.1 dated 25^th August, 2011- guidance for the recording of operation in the Oil Record Book part 1- Machinery space operations( all ships).
