Sub: Addendum to Engineering Circular No. 122 dated 26.08.2010.

  1. There have been numerous representation from the industry seeking clarification regarding "competent person" as mentioned in Para 6.1 of Engineering Circular No. 122 dated 26th August 2010.

  1. It is now clarified that inspection, examination, maintenance, servicing and repair activities as documented in SOLAS Regulation III/20.11 will be carried out as follows:

    1         Manufacturer without attendance of authorized surveyor; 

    2         In places where the manufacturer is unable to undertake the servicing as stated at 2.1 above, personnel appropriately trained and certified by manufacturer without attendance of authorized surveyor; 

    3         In places where manufacturer or his certified and trained facilities as stated at 2.2 above are not available, service personnel trained by some other reputed approved manufacturer in the presence of authorized surveyor. 

  1. Indian flag ships, and those foreign flag ships, which have been intervened with by Indian Port State Control Officers and require such servicing / repair due to such intervention, must be serviced from facilities registered with the Directorate.

          This issues with the approval of Chief Surveyor with the Government of India
