Subject:- Resolutions, Amendments to Resolutions, Guidelines, Interim Guidelines and Unified Interpretations Adopted/Approved by the 59^th Session of the Marine Environment Protection Committee (MEPC 59) of IMO and Circulars.

1.              Background:
During the MEPC 59 meeting  held during  13^th  to 17^th  July 09, a  number of resolutions, amendments to resolutions, guidelines, interim guidelines and unified interpretations (UIs) were  adopted/ approved , the Resolutions and Circulars which requires immediate attention and compliance are  as listed below (paragraph 3) and  are available on the DGS website: www.dgshipping.com – shipping notices – Engineering Br. – MARPOL 73/78.

2.               Purpose :
To  update   ship builders, ship-owners, ship managers, shipping-agents, masters, officers of Indian registered  ships, oil refineries, bunker suppliers and the surveyors  regarding the  resolutions, amendments to  resolutions, guidelines, interim guidelines and unified interpretations (UIs) adopted/approved by the 59^th  Session of the Marine Environment Protection Committee (MEPC 59) of International Maritime Organization and implementation of the requirements stated therein by all concerned.

3.             Resolutions and circulars:

.1         Resolution MEPC.180 (59) – Amendments to the Survey Guidelines under the Harmonized System of Survey and Certification for the Revised MARPOL Annex VI (applicable from 1 Jul 2010).

.2         Resolution MEPC.181 (59) – 2009 Guidelines for Port State Control under the Revised MARPOL Annex VI applicable from 1 July 2010).

.3         Resolution MEPC.182 (59) – 2009 Guidelines for the Sampling of Fuel Oil for Determination of Compliance with the Revised MARPOL Annex VI  (applicable from 1 Jul 2010).

.4          Resolution MEPC.183 (59) – 2009 Guidelines for Monitoring the Worldwide Average Sulphur Content of Residual Fuel Oils supplied for use on Board Ships.

.5          Resolution MEPC.184 (59) – 2009 Guidelines for Exhaust Gas Cleaning Systems (applicable from 1 Jul 2010.

.6         Resolution MEPC.185 (59) – Guidelines for the Development of a VOC      Management Plan (applicable from 1 Jul 2010).

.7        MEPC.1/Circ.681 -Interim Guidelines on the Method of Calculation Of The Energy Efficiency Design Index For New Ships

.8        MEPC.1/Circ.682- Interim Guidelines for Voluntary Verification of the Energy Efficiency.

.9        MEPC.1/Circ.683- Guidance for the Development of A Ship Energy Efficiency Management Plan (SEEM).

.10       MEPC.1/Circ.684-    Guidelines for Voluntary Use of The Ship Energy Efficiency Operational Indicator (EEOI).

.11       MEPC.1/Circ.687- Implementation of Regulation 21 of MARPOL Annex I

4.              This issues with the approval of the Chief Surveyor with the Govt. of India –
