Sub: Extension of period of renewal of CDC prior to date of expiry | |

Whereas, the Merchant Shipping (Continuous Discharge Certificate-cum-Seafarer's Identity Document) Rules, 2001 notified vide Ministry of Shipping (Shipping Wing) Notification No. G.S.R. 440(E) dated 19th June, 2001, under Rule 8(1) specifies that a CDC issued to a seaman shall be valid for a period for a period of ten years and may be renewed on expiry or within 6 months prior to the date of expiry, on a request from the holder. Whereas, as per the representation received from the shipowners' association the CDCs issued under M.S.(CDC) Rules, 2001 can be renewed on expiry or within 6 months prior to the date of expiry, on request from the holder, and that the time period of 6 months provided in the rules is not adequate for a seaman, engaged on a voyage, to complete the voyage and apply for revalidation and accordingly the time period is required to be extended to enable the seaman to revalidate the CDC well before its expiry. Whereas, the Indian Maritime Administration, from time to time, reviews its rules and procedures to facilitate the Indian seamen and also to meet the national and international requirements. Now, therefore, having taken into careful consideration the circumstances mentioned above,the Director General of Shipping and Ex-officio Additional Secretary to the Government of India, Ministry of Shipping, exercising the powers conferred by Clause (1) of Section 456 of the Merchant Shipping Act, 1958, is pleased to amend the Rule 8 (1) of Merchant Shipping (Continuous Discharge Certificate - cum - Seafarers' Identity Document) Rules, 2001, and extend the time period for renewal of CDCs to ONE YEAR prior to the date of expiry of CDC, on a request from the holder.
